COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. AUGUST 3, 2021
Board members present: Chairman Brett Wachsmith & Commissioner Cory
Wright. Excused: Vice-Chairman Laura Osiadacz.
Others in person and via WebEx: Julie Kjorsvik, Clerk of the Board;

public.
Per Governor Inslee’s Proclamation 20-28 et seq., the public was
encouraged to join the meeting virtually or in person.
CALL TO ORDER
Chairman Wachsmith called the meeting to order.

APPROVAL OF AGENDA
Commissioner Wright moved to approve the Agenda, as presented. Chairman
Wachsmith seconded. Motion carried 2-0. CONSENT AGENDA
The Board reviewed each item individually prior to making any motions.
At the conclusion of reviewing each item Commissioner Wright moved to
approve the Consent Agenda, as presented. Chairman Wachsmith seconded.
Motion carried 2-0.

SPECIAL EVENT APPLICATION TARP-IT INC. COMMISSIONERS
Approve a Special Event Application to hold the Tarp-It Inc. Company
Party on August 23, 2021, from 6:00 p.m. to 1:00 a.m. (August 24, 2021);
granting a request for a waiver of Kittitas County Code Chapter 5.20.100
– Penal Bond – Bond of Indemnity and Chapter 5.20.160 – Closing Hours;
and conditioned upon meeting the requirements from various County
Departments. SPECIAL EVENT APPLICATION OVERCOMING OBSTACLES-FIGHTING MS COMMISSIONERS
Approve a Special Event Application from Eastside Vocational to host the
“Overcoming Obstacles – Fighting MS” event on August 21, 2021;
conditioned upon meeting the requirements from various County
Departments.

RESOLUTION 2021-125 COMPREHENSIVE HEALTHCARE AUDITOR
Approve Resolution No. 2021-125 Authorizing a Contract with
Comprehensive Healthcare Related to Coronavirus (CDBG-CV-2) Program
Contract #20-6221C-115 Amendment A to provide two crisis case managers
working on site at the KVH emergency department to provide 8 – 16 hours
of daily crisis response to behavioral health patients during peak
volume times beginning July 19, 2021, through June 30, 2023.
RESOLUTION 2021-126 AUTHORIZED CASH BALANCES AUDITOR
Approve Resolution No. 2021-126, Changing Authorized Cash Balances for
Petty Cash, Revolving Funds, Till Accounts, Funds on Deposit, etc.
AGREEMENT SEATTLE POLICE DEPARTMENT SHERIFF
Acknowledge an Agreement between the Seattle Police Department and the
Kittitas County Sheriff’s Office, in an amount not to exceed $11,000.00
to reimburse the cost of purchasing software for ICAC (Internet Crimes
Against Children) investigations from June 21, 2021, through September
30, 2021.
SET PUBLIC HEARING MICHELETTO ROAD PUBLIC WORKS
Approve Setting a Public Hearing to consider the establishment of
Micheletto Road onto the Public Road System, to be held on August 17,
2021 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas
County Courthouse 205 West 5th Ave. Ellensburg, WA and to authorize the
Clerk to publish said notice.
RESOLUTION 2021-127 GRANT CO PUD VANTAGE BOAT LAUNCH PUBLIC WORKS
Approve Resolution No. 2021-127, Authorizing a “Land Use Cooperative
Agreement” with Grant County PUD No. 2 for the Vantage Boat Launch.
RESOLUTION 2021-128 FAIRVIEW ROAD PUBLIC WORKS
Approve Resolution No. 2021-128, County Road Project No. 303-20, for the
Fairview Road Improvement and Bridge Installation project from Mile Post
5.13 to Mile Post 5.42.
RESOLUTION 2021-129 NO. 5 MINE ROAD IMPROVEMENTS PUBLIC WORKS
Approve Resolution No. 2021-129, County Road Project No. 307-21, for the
No. 5 Mine Road Improvement project from Mile Post 0.04 to Mile Post
0.14.
AGREEMENT DEPARTMENT OF SOCIAL & HEALTH SERVICES PUBLIC HEALTH

Approve Agreement No. 2163-24876 between the Department of Social &
Health Services and Kittitas County, in the amount of $630,642.00, to
provide administration oversight and pass-through funds to support
activities for individuals with disabilities beginning July 1, 2021,
through June 30, 2022.
AGREEMENT ELMVIEW PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Elmview, to provide employment and day services for people with
developmental disabilities Kittitas County from July 1, 2021, through
June 30, 2022.
AGREEMENT PARENT TO PARENT PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Kittitas Valley Opportunities, dba Parent to Parent, in the amount of
$20,000.00 to provide support and information to families of children
with developmental disabilities from July 1, 2021, through June 30,
2022.
RESOLUTION 2021-130 TACOMA-PIERCE COUNTY HEALTH DEPARTMENT PUBLIC HEALTH
Approve Resolution No. 2021-130, Authorizing an Interlocal Agreement
between the Kittitas County Public Health Department of the Tacoma-
Pierce County Health Department to issue food workers cards from the
Tacoma-Pierce County Food Handlers on-line system from January 1, 2022,
through December 31, 2026.
AGREEMENT YAKIMA VALLEY MEMORIAL HOSPITAL ASSOCIATION PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Kittitas Valley Memorial Hospital Association, in the amount of
$10,500.00, to provide assistance to the needs of the general public,
parents, and children or adults diagnosed with developmental
disabilities from July 1, 2020, through June 30, 2022.
AGREEMENT ROBIN READ PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Robin Read, in the amount not to exceed $1,500.00 to provide
facilitation of Developmental Disability Advisory Committee meetings to
create partnership projects to provide employment support and services
for young adults with developmental disabilities, from July 1, 2022,
through June 30, 2022.
AGREEMENT WISE PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and

WISE, in the amount not to exceed $35,000.00 to provide training and
technical assistance specific to developmental disabilities from July 1,
2021, through June 30, 2022. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE
