COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. JULY 20, 2021
Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura
Osiadacz; & Commissioner Cory Wright.

Per Governor Inslee’s Proclamation 20-28 et seq., the public was
encouraged to join the meeting virtually or in person.
CALL TO ORDER
Chairman Wachsmith called the meeting to order.

Chairman Wachsmith led the Pledge of Allegiance.

Carly Brettman, Kittitas County Communications Director was introduced.

APPROVAL OF AGENDA
Vice-Chairman Osiadacz moved to approve the Agenda, as presented.
Commissioner Wright seconded. Motion carried 3-0.
CONSENT AGENDA
The Agenda Study Session had been cancelled for Monday July 19, 2021,
and therefore the Board would be reviewing all items individually prior
to making any motions. At the conclusion of reviewing each item Vice-

RESOLUTION 2021-120 UNEMPLOYMENT SERVICES COMMISSIONERS
Approve Resolution No. 2021-120, Authorizing an Interlocal Agreement for
Unemployment Services regarding the South Central Workforce Development
Council, effective June 1, 2021.
SET PUBLIC HEARING DECLARE SURPLUS PROPERTY AUDITOR
Approve Setting a Public Hearing to consider the Disposition of County
Assets, to be held on Tuesday August 3, 2021 at 2:00 p.m. in the
Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West
5th Avenue Ellensburg, WA and to authorize the Clerk to publish said
notice.
CONTRACT WA STATE MILITARY DEPARTMENT AUDITOR
Approve Contract Number E22-024 between Kittitas County and the
Washington State Military Department and State Enhanced 911 Funds, in
the amount of $294,415.00 beginning July 1, 2021 through August 15, 2022
and a Signature Authorization Form.
SET PUBLIC HEARING KITTITAS COUNTY CODE TITLE 19 AIRPORT
Approve Setting a Public Hearing to consider revising Kittitas County
Code Chapter 19, Adopting a New Minimum Standards document, to be held
on Tuesday August 3, 2021 at 2:00 p.m. in the Commissioners Auditorium,
Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA
and to authorize the Clerk to publish said notice.
SET PUBLIC HEARING GRAZING LEASES AT BOWERS FIELD AIRPORT
Approve Setting a Public Hearing to consider Revising Grazing Leases at
Bowers Field, to be held on August 3, 2021 at 2:00 p.m. in the

Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West
5th Avenue Ellensburg, WA and to authorize the Clerk to publish said
notice.
CHANGE ORDER MASS X CONSTRUCTION SOLID WASTE
Approve Change Order with Mass X Construction for the Colockum building
and Bloom Pavilion projects, in the amount of $11,276.49, for a new
Contract amount of $158,971.90.
AGREEMENT CAMTEK, INC. MAINTENANCE
Approve an Agreement between Camtek, Inc. and Kittitas County for the
Security Hardware/Software Maintenance and Support, Fire Alarm Testing,
Cleaning and Hardware Maintenance and Support, in the amount of
$18,665.30 beginning June 1, 2021.
RESOLUTION 2021-121 HONEYBEE DEPLOYMENT PUBLIC WORKS
Approve Resolution No. 2021-121, Authorizing the Limited Use of Flood
Control Zone District Property Supporting 2021 Honeybee Deployment.
RESOLUTION 2021-122 CITY OF CLE ELUM PUBLIC WORKS
Approve Resolution No. 2021-122, Authorizing an Interlocal Agreement
with the City of Cle Elum to Provide Contract Administration Services as
a Certified Acceptance Agency for the City Safety Improvement project.
RESOLUTION 2021-123 CITY OF CLE ELUM PUBLIC WORKS
Approve Resolution No. 2021-123, Authorizing an Interlocal Agreement
with the City of Cle Elum to Provide Contract Administration Services as
a Certified Acceptance Agency for the City’s Second Street Pathway.

CITIZEN COMMENTS ON NON-AGENDA ITEMS
Pat Deneen commented on the benefits of REET 2 and said Kittitas County
is urbanizing very quick in the Upper County. He said the value of
property has jumped at least 20% and felt the REET 2 funds could assist
with recreational opportunities that will be needed. He encouraged the
Board of Commissioners to approve REET 2.
