COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON BOCC CONFERENCE ROOM/ WEBEX SPECIAL MEETING
TUESDAY 2:00 P.M. JULY 6, 2021
Board members present via WebEx: Chairman Brett Wachsmith and Vice-
Chairman Laura Osiadacz. Excused: Commissioner Cory Wright.
Others: Ken Grannan, Airport Director; Taylor Crouch, Administrative
Assistant; Mandy Buchholz, Administrative Supervisor; Neil Caulkins,
Deputy Prosecutor; David Welz, Administrative Assistant; and 2
members of the public.
This meeting was provided to the public via WebEx and they were
previously notified on the Agenda as to where they could access and
provide public comments.
PUBLIC HEARING DAVE RATCLIFF LEASE LOT H-42 AIRPORT
At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider
a new lease at the Airport with David Ratcliff.
KEN GRANNAN, AIRPORT COORDINATOR provided a Staff Report and the
updates to the new lease. THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC COMMENT PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2021-101 DAVE RATCLIFF LEASE LOT H-42 AIRPORT VICE-CHAIRMAN OSIADACZ moved to approve Resolution No. 2021-101,
Approving a new Lease with Dave Ratcliff on Lot H-42, effective July
31, 2021, through July 31, 2046. CHAIRMAN WACHSMITH seconded. Motion
carried 2-0.
PUBLIC HEARING STEPHEN MOORE LEASE LOT H-41 AIRPORT
At approximately 2:05 p.m. CHAIRMAN WACHSMITH opened a Public
Hearing to consider a new lease at the Airport with Stephen Moore.
KEN GRANNAN, AIRPORT COORDINATOR provided a Staff Report and the
updates to the new lease. THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC COMMENT PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2021-102 STEPHEN MOORE LEASE LOT H-41 AIRPORT

VICE-CHAIRMAN OSIADACZ moved to approve Resolution No. 2021-102,
Approving a new Lease with Stephen Moore on Lot H-41, effective
August 1, 2021, through July 31, 2046. CHAIRMAN WACHSMITH seconded.
Motion carried 2-0.
PUBLIC HEARING JAMES LIBENOW LEASE LOT H-39 AIRPORT
At approximately 2:10 p.m. CHAIRMAN WACHSMITH opened a Public
Hearing to consider a new lease at the Airport with James Libenow.
KEN GRANNAN, AIRPORT COORDINATOR provided a Staff Report and the
updates to the new lease. THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC COMMENT PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2021-103 JAMES LIBENOW LEASE LOT H-39 AIRPORT VICE-CHAIRMAN OSIADACZ moved to approve Resolution No. 2021-103,
Approving a new Lease with James Libenow on Lot H-39, effective June
1, 2020, through May 31, 2045. CHAIRMAN WACHSMITH seconded. Motion
carried 2-0.
PUBLIC HEARING RITCH BROWNLEE LEASE LOT H-17 AIRPORT
At approximately 2:15 p.m. CHAIRMAN WACHSMITH opened a Public
Hearing to consider a new lease at the Airport with Ritch Brownlee.
KEN GRANNAN, AIRPORT COORDINATOR provided a Staff Report and the
updates to the new lease. THOSE IN ATTENDANCE REQUESTING TO TESTIFY: RITCH BROWNLEE spoke
about the open market value of the building on the property. The
building has no value with a short-term lease. He is currently
paying property taxes on this. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2021-104 RITCH BROWNLEE LEASE LOT H-17 AIRPORT VICE-CHAIRMAN OSIADACZ moved to approve Resolution No. 2021-104,
Approving a new Lease with Ritch Brownlee on Lot H-17, effective
April 1, 2021, through March 31, 2026. CHAIRMAN WACHSMITH seconded.
Motion carried 2-0.
