Adjourn Created on 6f7/2021 10:17:52 AM KITTITAS COUNTY SOLID WASTE AND MAINTENANCE MINUTES BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG Regular Meeting TUESDAY 1 2:00 PM I June 8, 2021 Board members present: Brett Wachsmith, Chairman, Laura Osiadacz, Vice -Chairman and Commissioner Cory Wright. Others: Patti Stacey, Mandy Buchholz, Lisa Lawrence and four members of the public. Meeting called to order at 2:00 p.m. Solid Waste Updates: Patti informed the Board that the Solid Waste Management Plan has been submitted to the Cities for adoption and that once adopted she would bring a resolution to the Board for final adoption. Patti informed the Board that Solid Waste is fully staffed now, after one employee accepted a position in another Department and another employee gave notice that she is planning on retiring soon. New Transfer Station Update: Patti gave the Board an update on the New Transfer Station, stating that they are working on the sewer line along Hwy 97, the perimeter ditch, and the stormwater ponds. Discuss LSWFA Grant: Patti informed the Board that this grant operates the Compost Facility, the Hazardous Waste Facility and Recycling. She informed the Board the funds increased to $260,000.00 for the next biennium. Discuss Dept. of Fish and Wildlife large animal composting: Patti informed the Board she was contacted by Fish and Wildlife about looking into putting in a facility for large animal composting. Patti said she spoke with the Health Department and the Department of Ecology and that they would require a new permit. Discussion was held on the lack of space at the current Transfer Station, no water at Ryegrass and that it would be expensive to get started. Further discussion was held on concerns from the Cattleman's Association and the Dept. of Fish and Wildlife of the lack of a Facility in our County. There will be a meeting on June 15 from 12pm to 1pm to discuss this further. Maintenance Updates: None Update on Asset Essentials: Patti informed the Board that staff is working on tracking time, items, and costs of materials and that eventually the program will be beneficial. Consider Appointments to the Bowling Alley Sub -Committee: This item was continued to the July 13, 2021, Solid Waste Maintenance Study Session. 2021-06-08 MINUTES Project Updates: Patti informed the Board the Colockum Building demolition is complete and they are working on the waterline, and it should be on track to be completed by the end of the month. Patti told the Board they found a line closer so we should see a credit for the waterline portion. Patti informed the Board that they are starting in Shadybrook with the hazard abatement and demolition should begin after the 4th of July. OTHER BUSINESS: None Meeting adjourned at 2:18 p.m. Lisa awrence 2021-06-08 MINUTES KITTITAS COUNTY COMMISSIONERS KITTITAS COUNTY, WASHINGTON Brett Wachsmith, Chairman BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION SPECIFYING THE COMPOSITION OF THE BOWLING ALLEY REVIEW COMMITTEE RESOLUTION No. 2021 - 001N 0 WHEREAS: The Kittitas County Board of County Commissioners wishes to establish a review committee for the Bowling Alley RFP responses; and WHEREAS: The Board of County Commissioners have caused research to be conducted with regard to the future use and development of the property located at the intersection of 9`h and Poplar that was formerly a bowling alley; and WHEREAS: the decision as to the use and development of this property has the potential for significant economic benefits to the Kittitas County community; and WHEREAS: the Board desires that the Kittitas County community have the opportunity to consider the options available for the future use and development of this property, NOW THEREFORE BE IT HEREBY RESOLVED that the Bowling Alley RFP Review Committee shall consist of representatives from the following groups: 1 (One) members from each of the Commissioner Districts; 1 (one) member from the City of Ellensburg; the Event Center Director, the Maintenance Director and, the Chair, who will be a member of the Board of County Commissioners. The Committee will be staffed by the consultant. Their term of appointment shall be for one years, except the member appointed to represent Kittitas County shall serve "at -will". At any point of a vacancy, including at the time of the initial formation of the committee, the Board of County Commissioners shall advertise for the appointment for these positions. The function of the committee is to make review recommendations to the Board of County Commissioners as to the feasibility or advisability of the proposal to meet the county's needs. The committee shall submit a report of its activities and recommendations to the Board of County Commissioners after completing the scoring and evaluation of the proposals. The Committee members (except the county representative and the chairperson) shall not be considered employees of the county nor receive any compensation or benefits. JANUARY 27, 2021 Board members present via Webex: Chairman Brett Wachsmith; Vice - Chairman Laura Osiadacz; and Commissioner Cory Wright. SPECIAL MEETING BOWLING ALLEY RFP SOLID WASTE At 10:00 a. consider an the Bowling AGREEMENT m. Chairman Wachsmith opened a Special Meeting to Agreement for KVEC Facility Restoration and an RFP for Alley. BELFOR USA GROUP, INC EVENT CENTER Vice -Chairman Osiadacz moved to approve a Professional Services Agreement between Kittitas County and Belfor USA Group, in the amount of $121,489.00 for restoration projects at the Kittitas Valley Event Center beginning February 1, 2021. Commissioner Wright seconded. Motion carried 3-0. REQUEST FOR PROPOSALS BOWLING ALLEY SOLID WASTE Patti Johnson, Solid Waste Director/Interim Maintenance Director/Project Manager, reviewed a draft Request for Proposals to be accepted from private, nonprofit, or public organizations interested in leasing, leasing -to -own, or purchasing for the development or redevelopment of the Bowling Alley properties located on the Kittitas Valley Event Center grounds. Vice -Chairman Osiadacz noted how the Bowling Alley had been purchased before the current Board members were in place and that it is a part of the Fairgrounds Master Plan. She felt whatever it is used for, it should complement the Event Center. Commissioner Wright said he was worried that if the County were to sell the facility, the County would not have as much say on what it's being used for. He said the community has expressed their desire to retain at least a few lanes of the bowling alley for use. The Board said they would like to create a committee to review and score the proposals and it be made up of least 6 people including Patti Johnson; a representative from the City of Ellensburg; Kady Porterfield, Event Center Director; and a private citizen from each 1/27/21 MINUTES 1 Commissioner district. They would like to begin advertising for applications after the next Agenda to serve on the committee and accept them until the end of February/beginning of March.
