Page I of2 <br />Public Notice <br />Kittitas County, Ellensburg WA <br />REQUEST FOR QUALIFICATIONS <br />HYDRAULICS AND HYDROLOGY DESIGN SUPPORT - MANASTASH ROAD BANK STABILIZATION <br />PROJECT <br />All submittals received after 5:00 pm on July 30th, 2021 will be discarded <br />PT]RPOSE: <br />The successful consultant will support Kittitas County staff designing and evaluating bank stabilization design elements. <br />SCOPE OF PROJECT: <br />Kittitas County Department of Public Works is designing bank stabilization for a section of Manastash Road (MP 10.65 to <br />MP I l.0l) that has been subject to creek erosion since 2016. Previously, the County had consultant hydraulic and <br />hydrology (H&H) modeling support sufficient for submitting a funding request to the Federal Highway Administration <br />through the Federal Lands Access Program (FLAP). In 2018, the County successfully secured project funding through <br />Westem Federal Lands FLAP. County staff proposes conducting permit required H&H modeling in house but recognizes <br />the need for probable coaching from a qualified firm specializing in H&H modeling and design analysis. The County is <br />seeking H&H Consultant support on an "as-needed" basis during the design of bank stabilization elements supporting permit <br />application through construction supporl. The successful consultant will assist the County to develop project hydrology, <br />develop a project hydraulic model and evaluate design elements with associated model stream response. The Consultant <br />will work directly with County staff on a "time and material" basis. <br />PROCEDURES FOR SUBMITTAL: <br />If you wish to be considered for work under this Request for Qualifications (RFQ), you must be a registered consultant on <br />the Municipal Research and Service Center of Washington - Shared Small Works and Consultant Roster <br />(www.mrscroster. org). <br />If interested in providing H&H support services to the County, submit a sealed envelope to Mark R. Cook, Kittitas County <br />Public Works Director, at 4l I N. Ruby St. Suite 1, Ellensburg WA 98926. Submittals shall include three copies of your <br />RFQ response. <br />For your records, the County will provide a confirmation email to the contacts provided in the submittal confirming receipt <br />of your interest in the proposed project. Submittals received after 5:00 pm on July 30th,2021will be disregarded. The <br />County reserves the right to reject one or more submittals. <br />SELECTION PROCESS AND PROPOSED SCHEDULE: <br />Kittitas County selection will be based on: <br />1. Qualifications of project personnel (maximum 20 points). <br />2. Experience working with Kittitas County staff evaluating County hydraulic and hydrology projects (maximum 40 <br />points). <br />3. Demonstrated understanding of the project (maximum 20 points). <br />4. Demonstrated experience assisting the County secure similar project permits (maximum 40 points). <br />Responders are directed as follows: <br />' The maximum number of pages (double-sided) is ten and shall be l2-point font - including all graphics. A cover letter may be provided in addition to the ten-page (double sided) limit.. Failure in following submittal requirements are subject to rejection. <br />The selection process shall be in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252,42 U.S.C. <br />2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the <br />Secretary, Part2l, nondiscrimination in federally assisted programs of the Department of Transportation issued <br />fiJe.
