BACKGROUND: Public Works staff proposed to waive floodplain development permit fees for fish habitat restoration projects during the Public Works Study Session on June 28, 2021. The Board provided direction to staff to prepare enabling documents for this proposal. In 2019, the Federal Emergency Management Agency (FEMA) repealed their previous Policy on Fish Enhancement Structures in the Floodway. They also noticed Washington State and Washington State communities that projects that qualify as a Fish Habitat Enhancement Project streamlined permitting process, must still meet National Flood Insurance Program requirements. Staff recommends waiving floodplain development permitting fees to help address increased permitting costs and to demonstrate support for fish habitat restoration projects. INTERACTION: Public Works. RECOMMENDATION: Approve said Resolution to waive Floodplain Development Permit fees for Fish Habitat Restoration projects. HANDLING: Return one original to Public Works.
