KITTITAS COUNTY <br />SHERIFF’S OFFICE <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: July 6, 2021 <br /> <br />ACTION REQUESTED: Request to Approve the Interlocal Agreement Between <br />Kittitas County and Central Washington University. <br /> <br /> <br />BACKGROUND: The County has received a federal grant from the Department of <br />Justice (DOJ), Bureau of Justice Assistance (BJA) to develop and implement an <br />evidence-based medication assisted treatment program (MAT Program). Consistent with <br />the University’s objectives, and consistent with its status as a non-profit, tax-exempt, <br />educational institution, the University will provide professional services to the County to <br />assist with the evaluation of this MAT Program. As the designated Program Evaluator, <br />Dr. Roger Schaefer shall design and implement an evaluation study that examines intake <br />assessment and baseline data, treatment progress metrics, implementation procedures and <br />integrity; communicate with Kittitas County Sheriff’s Office and all entities involved <br />with the MAT program; submit the necessary applications and engage in the proper <br />review process for approval form the Central Washington University Institutional Review <br />Board and Human Subjects Review Council; maintain rigorous ethical, methodological, <br />and scientific standards throughout the entirety of evaluation process; oversee data <br />collection, acquisition, and analysis; overseeing/co-authoring a final report based on the <br />analysis of all data collected throughout the program evaluation process or submit to <br />DOJ/BJA; and after completion of the final report Dr. Schaefer will work with Kittitas <br />County Jail administrators and staff to develop a plan to full utilize the findings of the <br />evaluation. <br /> <br />INTERACTION: The Kittitas County Prosecuting Attorney’s Office has reviewed and <br />approved. <br /> <br />RECOMMENDATION: Request to Approve the Interlocal Agreement Between <br />Kittitas County and Central Washington University. <br /> <br />HANDLING: Return one fully executed original to the Sheriff’s Office. <br /> <br />LEAD STAFF: Command Staff
