Commercial and residential, domestic water and sewer services are provided in the Snoqualmie Pass area by a Special Purpose District (SPD)named Snoqualmie Pass Utility District (SPUD or District). The District has started Phase 1 of the new wastewater treatment plant (WWTP)which includes constructing a Membrane Bio Reactor (MBR)to treat 20,000 to 30,000 gallons per day (gpd)about 10%of the current plant capacity. The Phase 1 project is on schedule to be completed in November 2021.The remainder of the WWTP is scheduled to be completed by 2025.The Phase I treatment process will allow the treated water to be discharged to Coal Creek instead of the land application site on the Forest Service property,as currently performed.Associated with the Phase I MBR project, the District needs to develop a new we!I in Kittitas County. The new treated discharge to Coal Creek and Kittitas County well will provide a foreign water right credit to the district.Additional water rights are essential to support the economic development at Snoqualmie Pass in Kittitas County, The District has received approval for additional water rights equivalent to five times the amount of water discharged to Coal Creek. These foreign water credits are equal to a total annual water right of 246 acre-ft,initially.As part ofthis water right requirement, the District must construct and develop a well in Kittitas County. The Phase i MBR WWTP equipment has been purchased and the construction will be completed for facility start-up in October 2021,and development of the well is remaining item for the District to obtain the additional water rights. Several possible locations have been identified as shown on the attached Location Map.The property owners are being contacted regarding the feasibility of drilling a well at these locations. The ski resort owns most of these property sites. The well is expected to have a capacity of approximately 200 gpm and will be equipped with a submersible pump 300-400 feet deep.Well site testing is scheduled to begin in June 2021. The increase in domestic water rights immediately provides the necessary capacity to allow development since Snoqualmie Pass's existing water rights are very limited. The County has approved developments at the pass for up to 450 homes in Hyak and i 50 homes in Yellowstone. In addition, the District has approx.364 vacant lots,of which 72 have paid to connect, but not built, and 292 have yet to pay to connect. The District currently has 80 connections remaining to sell. Therefore, not all the approved platted developments can be served with the District's current water rights without limiting other customers like the ski resort. The foreign water right credits generated from the well in Kittitas County will rectify this shortage and provide enough water for parcels to be platted in the future as the growth rate at the pass has average 8%during the last 3 years. Increased housing and commercial development in Kittitas County increases the tax base and stimulates residential and commercial vitality in this recreation and tourist-based area.Growth in the area will bring additional businesses and jobs to the area even after the construction is completed to support for the additional development in the area.Non-ski season businesses are included in this growth as recreational activities in addition to skiing are developed in the area. 2.Explain how the infrastructure project will help meet the economic development goals of your communityand/or region. If this project is not done, will the anticipated private development still take place? The Snoqualmie Pass area is reaching limitations on water rights.During most of2019,development stalled due to a self-imposed water moratorium until the District was able to complete significant water system leak repairs and implementation of conservation measures to avoid exceeding their water right use.The moratorium was lifted in September 2019. The District anticipates the number of residences and businesses will double when current planned developments are completed. However, water right limitations are expected to be reached in 2025 unless the foreign water right credit is fully realized by the completion of the Phase 1 MBR WWTP and the new domestic water well in Kittitas County. The District's customers include ski resorts and supporting services to travelers on Interstate 90 (1-90) such as rest areas, gas stations, hotels, stores, and restaurants.Multiple conversations with the ski resorts have already been initiated to explain the planned improvements to the water system and wastewater treatment facility. The District's additional water capacity will encourage residential construction. An increase in residents during recreational and tourist seasons allows commercial enterprises to draw employees during the seasons in which they would be needed most, Increases in capacity can allow commercial operations to consider off-peak strategizing to expand operating days and evening use.Related but separate ski resort improvements are being planned to accommodate increased demand.Currently,an estimated 30,000 people travel to Snoqualmie Pass area in the winter on peak weekend days.Increasing snow-making,expanding hours, adding days to the season, and expanding evening skiing, can increase the number of customers the ski resorts can serve while lessening the impacts of peak demand seasonal tourism on infrastructure systems such as transportation and parking.Expanding employee coverage over longer operating hours and on additional days will increase the number of full-time equivalent employees at the resorts and support services in the Snoqualmie Pass area. 3.Indicate if the project is consistent with the following applicable state, regional and local plans and prioritization processes: O overall Economic Development Plan -Officially Adopted /Comprehensive Land Use Plan -Officially Adopted November 1992. Snoqualmie Pass's Master Plan was first included in the December 2006 update to the Kittitas County Comprehensive Plan and is included in full as Appendix 2 of Kittitas County's Transition 2040 comprehensiveplan (adopted June 2019).To comply with the GMA,this Master Plan must be consistent with the land use element and other elements in Transition 2040. Specifically, the District is combining the recently completed land use inventory, guidelines presented in Transition 2040,and the development permits approved by Kittitas County wastewater service demand to forecast growth and wastewater service demand in the Snoqualmie Pass service area. If dramatic revisions are made by Kittitas or King County to the SNOPPAC recommendations, the District will revise and update the Master Plan accordingly. 4 /Facility Plan -The District's 2019 Facility Plan was approved by Ecology in 2020. Specifically, the District is combining the recently completed land use inventory, guidelines presented in Transition 2040,and the development permits approved by Kittitas County wastewater service demand to forecast growth and wastewater service demand in the Snoqualmie Pass service area. /Community Action Plan (or other community-based plan)-The Summit at Snoqualmie Master Development Plan -Officially Approved by the United States Forest Service in November 2008 O Six-Year Transportation Improvement Plan -Officially Adopted (NA) /Other:Snoqualmie Pass Draft General Sewer Plan (2019)-Was approved by Ecology in 2020. 7 Other:Snoqualmie Pass Utility District Water System Plan -Adopted May 2013. 7 Other:Snoqualmie Pass Draft Water System Plan (2021 Update)-Is in process and a draft will be forwarded to Kittitas County and Department of Commercefor review by 3/10/2021. As with the Facility Plan, the District is combining the recently completed land use inventory, guidelines presented in Transition 2040,and the development permits approved by Kittitas County water service demand to forecast growth and water service demand in the Snoqualmie Pass service area. 4.Public Benefit: Please describe the public benefit derived from project completion. The new Kittitas County well along with the WWTP improvements provide the future water needs of the community through foreign water right credits.By using the foreign water right credits, the District does not need to purchase water rights from the lower portion of Kittitas County to be transferred to Snoqualmie Pass, allowing these rights to be used within the lower Kittitas County areas for other development. 5.Define the total number of project partners demonstrating project support. The District has received support from ECOLOGY,both with the Water Resources (approving the foreign water rights)and Water Quality Resources (approving the wastewater Facility Plan,General Sewer Plan, and Phase I Design)departments. In addition, the District has received support from the Department of Fish and Wildlife.the Confederated Tribes and Bands of the Yakama Nation, and the Bureau of Reclamation in regard to the stream augmentation benefit the wastewater treatment portion this project will provide. The District is in frequent contact with commercial customers such as the ski resorts. The ski resorts are moving ahead on improvements to expand snowmaking capabilities based on the additional availability of water. The ski resorts planned improvements include building new lodges and adding more night skiing in the future and expect to grow by 25%. 5 6.Explain how construction ready this infrastructure project is relative to design completeness and the permitting process. The District has awarded a contract to construct the Phase I WWTP to Apollo General Contractors, Inc.and has pre-purchasedthe process equipment skid from Kubota that is scheduled for delivery in July 2021.The system will be completed and operational by the end of October 2021. The District has contracted with HLA Engineering and Land Surveying,Inc.to develop bid documents for a well driller to determine an adequate site by constructing test wells starting July I, 2021.The information obtained will be use by Aspect Consulting to complete the well design. The final well development will be completed in 2022. 7.Indicate the Estimated Number of Short Term and/or Permanent Jobs Created/Retained by the Project. The water right credits the District will receive once the Kittitas County well is completed will provide capacity for up to 3,000 additional ERUs,enough to serve the full future build-out of their service area. Existing commercial operations such as the ski resorts will use the additional water capacity to add hours to their ski-related operating time in the form of night skiing, days to their operating season by increasing their snow-making operations, and add year-round operations to their facilities resulting in diversity and more FTEs. Kittitas County has approved developments without consideration of the limited capacity of the District's domestic water and wastewater systems. The completion of the Kittitas County Well and Phase 1 MBR provide the needed water and wastewater capacities to allow the planned developments to move forward in a sustainable manner. The new construction sparks construction-seasonjobs for many years as the development occurs. The average home in Snoqualmie Pass requires three seasons to complete. The commercial vs.residential mix of ERU consumption has historically been about 7 commercial connections for every 100 residents. The usual support businesses of services for residential are anticipated to be supplemented with new business types to cater to year-round outdoor activities.
