COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. JUNE 15, 2021
Board members present via WebEx: Chairman Brett Wachsmith & Commissioner
Cory Wright. Excused: Vice-Chairman Laura Osiadacz.
Others via WebEx: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz,

of the public.
Kittitas County is currently in Phase 3 of the “Healthy Washington –
Roadmap to Recovery” and in person participation is allowed however, we
are currently unable to meet the regulations required Per Governor
Inslee’s Proclamation 20-28 et seq. the public was encouraged to join
the meeting by joining a WebEx event online.
CALL TO ORDER
Chairman Wachsmith called the meeting to order.
PLEDGE OF ALLEGIENCE
Chairman Wachsmith led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Ken Grannan, Airport Director introduced his new employees Alan
Lindemoen, Operations Technician and David Welz, Administrative
Assistant. PROCLAMATIONS - NONE AWARDS & RECOGNITIONS - NONE
APPROVAL OF AGENDA
Commissioner Wright moved to approve the Agenda, as presented. Chairman
Wachsmith seconded. Motion carried 2-0.

CONSENT AGENDA
The Agenda Study Session had been cancelled for Monday June 14, 2021,
and therefore the Board would be reviewing all items individually prior
to making any motions. At the conclusion of reviewing each item
Commissioner Wright moved to approve the Consent Agenda, as presented.
Chairman Wachsmith seconded. Motion carried 2-0.

AGREEMENT ROBIN READ PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Robin Read, in the maximum amount of $15,000.00 to provide Public Health
emergency preparedness and response activities for COVID-19 from May 11,
2021 through December 31, 2021.
SPECIAL EVENT GRAN FONDO – 88 MILE BIKE RIDE COMMISSIONERS
Approve a Special Event Application to hold the Gran Fondo – 88 Mile
Bike Ride on June 19, 2021, conditioned upon the requirements set forth
by the Kittitas County Sheriff’s Office, Public Works Department, Public
Health Department and the Treasurer’s Office, and to grant a waiver to
Kittitas County Code Chapter 5.20.100 (Penal Bond – Bond of Indemnity).
AGREEMENT THE FERGUSON GROUP COMMISSIONERS
Approve a Professional Services Agreement between Kittitas County and
The Ferguson Group, in the total amount of $60,000.00 to assess and

identify local and regional priorities and develop a strategy to meet
those needs, from May 1, 2021 through April 30, 2022.
RESOLUTION 2021-094 HOPESOURCE CDBG-CV-1 CONTRACT COMMISSIONERS
Approve Resolution No. 2021-094, Authorizing a Contract with HopeSource
Related to Coronavirus (CDBG-CV-1) Program Contract #20-6221C-115, for
Public Services, Subsistence Payments and Childcare Services from March
27, 2020, through January 31, 2023.
RESOLUITON 2021-095 CHAMBER OF COMMERCE CDBG-CV-1 COMMISSIONERS
Approve Resolution No. 2021-095, Authorizing a Contract with the
Kittitas County Chamber of Commerce Related to Coronavirus (CDBG-CV-1)
Program Contract #20-6221C-115 for Microenterprise Assistance, effective
March 27, 2020, through January 31, 2023.
RESOLUTION 2021-096 INTERFUND LOAN – RECREATION FUND PUBIC WORKS
Approve Resolution No. 2021-096, An Interfund Loan in the Amount of
$1,000.00 to Fund 113 Recreation from Fund 106 County Road.
AGREEMENTS 2021 LAW & JUSTICE GRANT FUNDS AUDITOR
Approve the following Law & Justice Grant Agreements for the 2021 Grant
Funds:

Grant #21-08 Kittitas County Sheriff $ 7,995.38
Grant #21-09 Kittitas County Sheriff $ 1,579.72

Grant #21-12 Kittitas County Sheriff $ 1,653.00
Grant #21-13 Youth Mentoring Program $ 5,000.00

RESOLUTION 2021-092 ESTABLISH FAIR REVOLVING FUND AUDITOR
Approve Resolution No. 2021-092, Establishing Kittitas County Fair
Revolving Fund/Petty Cash Accounts, to be remitted to the County Auditor
before November 5, 2021.
RESOLUTION 2021-097 COST PER DEPUTY AUDITOR
Approve Resolution No. 2021-097, Rescinding Resolution No. 2021-085, and
Adopting a New Resolution for the Kittitas County Sheriff Cost per
Deputy for the Budget Year 2021.

RESOLUTION 2021-098 VOLUNTARY STEWARDSHIP PROGRAM CDS
Approve Resolution No. 2021-098, Authorizing an Interlocal Agreement
between Kittitas County and Kittitas County Conservation District for
Implementation of the Voluntary Stewardship Program, from July 1, 2021
to June 30, 2023.
CONTRACT WA STATE CONSERVATION COMMISSION CDS
Approve the 2021-2023 Biennium Contract No. K2213 between the Washington
State Conservation Commission and Kittitas County for implementation of
the Voluntary Stewardship Program.
SET PUBLIC HEARING MARIAN MEADOWS DEVELOPMENT AGREEMENT CDS
Approve Setting a Public Hearing to consider the Marian Meadows
Development Agreement (DV-19-00001), to be held on Tuesday July 20, 2021
at 2:00 p.m. via Webex, and to authorize the Clerk to publish said
notice.
SET PUBLIC HEARING LEASE AIRPORT LOT H-17 AIRPORT
Approve Setting a Public Hearing to consider a Lease Extension of
Airport Lot H-17, to be held on Tuesday July 6, 2021 at 2:00 p.m. and to
authorize the Clerk to publish said notice.
SET PUBLIC HEARING LEASE AIRPORT LOT H-41 AIRPORT
Approve Setting a Public Hearing to consider a Lease Extension of
Airport Lot H-41, to be held on Tuesday July 6, 2021 at 2:00 p.m. and to

BOARD DISCUSSION/DECISION ITEMS RESOLUTION 2021-091 RESCIND COVID-19 DECLARATION OF EMERGENCY SHERIFF
Commissioner Wright moved to approve Resolution No. 2021-091, to Rescind
the Kittitas County COVID-19 Declaration of Emergency, effective June
21, 2021 at midnight. Chairman Wachsmith seconded. Motion carried 2-0. MISCELLANEOUS - NONE EXECUTIVE SESSION - NONE
