AGENDA DATE:
06/01/2021

ACTION REQUESTED:
Kittitas County Auditor

Agenda Staff Report
Request the Board of County Commissioners rescind Resolution 2021-085 and adopt a new revised
Resolution adopting the Sheriff’s rate for Cost per Deputy for the Budget year 2021.
BACKGROUND:

On June 1, 2021, the Board of County Commissioners adopted Resolution 2021-085 adopting the 2021 Sheriff’s
rate for Cost per Deputy for the Budget year 2021. When the Budget & Finance Manager pulled the information
to create the resolution, the incurred tab in the Excel spreadsheet was used. The actual rates should be
Regular hours non-federal $79.00 Overtime hours non-federal $119.00
Regular hours federal $66.00 Overtime hours federal $99.00
The supporting document to the new Resolution has been corrected also.
The Kittitas County Sheriff currently bills outside agencies and other organizations for the cost of law
enforcement services. The Sheriff has developed a plan in accordance with the United States Office of
Management & Budget, 2 CFR Part 200, Uniform Administration Requirements, Cost Principles and Audit Requirements
for Federal Awards (Uniform Guidance), for the billing rate for the Cost of a Deputy, and;
The rate was established using the 2021 Budget (not actuals). The calculation is divided into two rates, non-federal and
federal. The calculated rates are:
Regular hours non-federal $75.00 $79.00 Overtime hours non-federal $112.00 $119.00
Regular hours federal $61.00 $66.00 Overtime hours federal $92.00 $99.00

The County Auditor has certified the Cost Allocation Plan at the above rates.

The last plan that was adopted was in 2017 with the rates of

Regular hours non-federal $63.00 Overtime hours non-federal $94.00
Regular hours federal $54.00 Overtime hours federal $82.00

This represents a 16% increase on the regular hours rate from the last adopted plan. If the plans for 2018,
2019 and 2020 had been completed, we are estimating the regular hours rates would have increased 6% per
year, resulting in a 6% increase for 2021.
Estimated 2018
Regular hours non-federal $66.00 Overtime hours non-federal $98.00
Regular hours federal $55.00 Overtime hours federal $84.00
Estimated 2019
Regular hours non-federal $69.00 Overtime hours non-federal $103.00
Regular hours federal $57.00 Overtime hours federal $87.00
Estimated 2020
Regular hours non-federal $72.00 Overtime hours non-federal $107.00
Regular hours federal $59.00 Overtime hours federal $89.00

RECOMMENDATION:
Request the Board approve the rescind Resolution 2021-085 and adopt the revised Resolution adopting the
Kittitas County Sheriff Cost per Deputy for the Budget year 2021

HANDLING:
Electronic copy of Resolution to Judy Pless
Electronic copy of Resolution to Kim Dawson, Sheriff’s office

LEAD STAFF:
Judy Pless
