Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br /> <br /> <br />“Building Partnerships – Building Communities” <br /> <br />BOCC AGENDA SESSION <br />STAFF REPORT <br /> <br /> <br />BOCC AGENDA SESSION DATE: June 15, 2021 <br /> <br />ACTION REQUESTED: Set a Public Hearing to Consider the Proposed Marian Meadows Development <br />Agreement. <br /> <br /> <br />BACKGROUND: The Marian Meadows Planned Unit Development, Preliminary Plat, and Conditional <br />Use Permit was approved on May 1, 2018 through Ordinance No. 2018-006 (PD-17- <br />00001, LP-17-00001, & CU-17-00001). This proposal consists of 445.42 acres from <br />89 residential lots (76 single-family & 12 townhomes), RV storage, RV Park, <br />campground facilities, community center, athletic courts, and pool on 17 parcels of <br />land described as follows: <br /> <br />The subject property consists of 17 parcels, located approximately seven miles <br />northwest of Roslyn off of East Sparks road in portions of Sections 1 and 12, <br />Township 20 North, Range 13 East, W.M. in Kittitas County, bearing Assessor’s <br />map numbers 20-13-01000-0012, 20-13-12000-0013, 20-13-01000-0004, 20- <br />13-01000-0013, 20-13-01051-0018, 20-13-01051-0014, 20-13-01051-0015, 20- <br />13-01051-0013, 20-13-01051-0012, 20-13-01051-00008, 20-13-01051-0007, <br />20-13-01051-0006, 20-13-01051-0002, 20-13-01051-0001, 20-13-01051-0016, <br />20-13-01000-0011, 20-13-01051-0017. <br /> <br /> A condition of preliminary approval of this proposal was that the applicant enter into <br />a development agreement with Kittitas County to address several items. A public <br />hearing was previously held but the development agreement was remanded to the <br />applicant on December 15, 2020 for discussion on mitigation for impacts to Easton <br />Fire District # 3 under section 6 of the proposed agreement. Staff requests that the <br />Board of County Commissioners set a public hearing to consider the development <br />agreement on July 20, 2021 at 2:00 pm. A more detailed report and the complete <br />record will be submitted to the Commissioners for their review prior to the public <br />hearing and will be available to the public on the county website or at Community <br />Development Services office during normal business hours for review. <br /> <br />INTERACTION: Board of Commissioners, Community Development Services, Prosecutor’s Office <br /> <br />RECOMMENDATION: Set public hearing for the proposed Marian Meadows Development Agreement. <br /> <br />HANDLING: Presentation to the Board by Kittitas County Community Development Services. <br /> <br />ATTACHMENTS: None <br /> <br />LEAD STAFF: Dan Carlson, AICP, CDS Director
