Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: June 15, 2021 <br /> <br />ACTION REQUESTED: Requesting Approval of a Resolution to Authorize the Execution of an Interlocal <br />Agreement between Kittitas County and Kittitas County Conservation District <br />for Continuing Implementation of the Voluntary Stewardship Program <br /> <br /> <br />BACKGROUND: In 2011, the Kittitas County Board of Commissioners approved an ordinance electing <br />to participate in the Voluntary Stewardship Program. This ordinance elected to have <br />Kittitas County proceed with implementation of the requirements of the Voluntary <br />Stewardship Program once the Washington State Legislature provides adequate <br />funding for such activity. The Washington State Legislature has appropriated <br />Voluntary Stewardship funds for the 2021-2023 budget for continued implementation <br />of the Voluntary Stewardship Program. <br /> <br />Kittitas County previously entered into an Interlocal Agreement with the Kittitas <br />County Conservation District for the development of a Voluntary Stewardship <br />Program. On August 21, 2017, the Interlocal Agreement was updated to include the <br />2018-2019 budget. On March 5, 2019 the Interlocal Agreement was amended to <br />update the budget for the 2018-2019 fiscal years to reflect the actual costs for fiscal <br />year 2018 and the budget for fiscal year 2019. On July 2, 2019, the Interlocal <br />Agreement was updated for the fiscal years 2019-2021. <br /> <br />The Conservation District continues to be involved in the development and <br />implementation of the Voluntary Stewardship Program. The proposed Interlocal <br />Agreement would allow for continued implementation of the Voluntary Stewardship <br />Program from July 1, 2021 to June 30, 2023. <br /> <br />The proposed Interlocal Agreement has received legal review from the Kittitas <br />County Prosecutor’s Office. <br /> <br />INTERACTION: CDS, Prosecuting Attorney, Board of County Commissioners <br /> <br />ATTACHMENTS: Interlocal Agreement and Resolution for Commissioners Signature <br /> <br />STAFF <br />RECOMMENDATION: CDS recommends that the Board of County Commissioners approve the Resolution <br />and authorize the Chair to sign the Interlocal Agreement. <br /> <br />HANLDING: Presentation to the Board by Kittitas County Community Development Services. <br /> <br />RESPONSIBLE STAFF: Dan Carlson, AICP, Community Development Services Director
