AGENDA STAFF REPORT
AGENDA DATE: June 1, 2021
ACTION REQUESTED: Request to approve the Resolution to Award the Contract for
the Vantage Highway Project MP 21.25 — MP 27.5 1, CRP
298-19, and allow the Public Works Director to execute the
same.
BACKGROUND: On November 5, 2019, the Kittitas County Board of County
Commissioners (BOCC) approved resolution 2019-160
initiating County Road Project (CRP 298-19)
On November 3, 2020, the BOCC signed resolution 2020-185
awarding a Local Agency Agreement with KPG P.S for the
design and environmental permitting for the Vantage
Highway Project
On April 26, 2021, the BOCC approved a Notice of Call for
sealed bids for the construction of said project. Sealed bids
were opened publicly on May 20, 2021 at Kittitas County
Public Works.
The project is being funded through the Rural Arterial
Program (RAP), the Highway Safety Improvement Program
(HSIP) and Local Public Works Funds
The engineers estimate for the project was $4,133,052.00.
There were four (4) qualified bids received, with the lowest
bid being Interstate Concrete and Asphalt in the amount of
$3,447,921.00.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolution to Award the Contract for the
Vantage Highway Project MP 21.25 — MP 27.5 1, CRP 298-19
to Interstate Concrete and Asphalt for $3,447,921.00, and
authorize the Public Works Director to execute the contract on
behalf of the Board.
HANDLING: Return one (1) original to Public Works.

RESOLUTION NO. 2021 -
AWARD THE CONTRACT FOR THE VANTAGE HIGHWAY PAVEMENT AND
GUARDRAIL PROJECT CRP 298-19, AND AUTHORIZE THE PUBLIC WORKS
DIRECTOR TO EXECUTE THE SAME
WHEREAS: The call for sealed bids supporting the Vantage Highway Pavement and
Guardrail Project was authorized by the Kittitas County Board of Commissioners
on April 26, 2021; and
WHEREAS: The Department of Public Works solicited bids in accordance with RCW
36.77.020 Contract Procedures; and
WHEREAS: Sealed bids were opened on May 20, 2021 at 10:00 AM at the Kittitas County
Department of Public Works; and
WHEREAS: Four (4) qualified bids were received with the lowest bid from Interstate
Concrete and Asphalt in the amount of $3,447,921.00. The Public Works
Director recommends the lowest responsive bid be accepted; and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners finds it in
the best interest of the County to award the Contract for the Vantage Highway
Pavement and Guardrail Project CRP 298-19 to Interstate Concrete and Asphalt
in the amount of $3,447,921.
BE IT FURTHER RESOLVED that the Director for the Department of Public Works is
authorized to sign contract documents on behalf of the Board.
