COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING
TUESDAY 2:00 P.M. MAY 25, 2021
Board members present via Webex: Chairman Brett Wachsmith; Vice-
Chairman Laura Osiadacz; and Commissioner Cory Wright.
Others via Webex: Julie Kjorsvik, Clerk of the Board; Mandy
Buchholz, Administrative Supervisor; Judy Pless, Budget & Finance
Manager; Jeri Epperson, Director of Human Resources HopeSource; and
Kate Sander, HopeSource.
This meeting was provided to the public via Webex and they were
previously notified on the Agenda as to where they could access and
provide public comments.
PUBLIC HEARING CDBG - HOPESOURCE COMMISSIONERS
At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to review
community development and housing needs, inform citizens of the
availability of funds and eligible uses of the State Community
Development Block Grant (CDBG), and receive comments on proposed
activities, particularly from lower income persons residing in
Kittitas County. $85,070.00 is proposed to be available annually to
the County and HopeSource to fund public services that principally
benefit low-and moderate-income persons.
JULIE KJORSVIK, CLERK OF THE BOARD provided a Staff Report on the
application to the Department of Commerce for Community Development
Block Grant – Public Service Funds in the amount of $85,070.00. The
public was also encouraged to provide comments on the community
action program’s past performance and use of their 2020 CDBG funds. JUDY PLESS, BUDGET & FINANCE MANAGER encouraged the Board to approve
the CDBG Public Service Funds Grant Application.
THERE BEING NO ONE IN ATTENDANCE TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2021-082 CDBG PUBLIC SERVICE GRANT COMMISSIONERS VICE-CHAIRMAN OSIADACZ moved to approve the Community Development
Block Grant Fund – Public Service Application in the amount of
$85,070.00; Resolution No. 2021-082 a Resolution with Certification
of Compliance; and to authorize the Chairman to sign the
Determination of exemption & Determination of Categorical Exclusion
and the SEPA Certification Finding of Categorical Exemption. COMMISSIONER WRIGHT seconded. Motion carried 3-0.
