Mark Cook continued that staff member, Nicole Ogan, complied the comments for discussion. Mark Cook added that in reviewing the comments most of them will be easy to manage and if the Board decides to move forward with adoption of the plan a commitment will need to be made to keep the plan current. Mark Cook requested direction on setting a public hearing at the June 1, 2021 agenda for consideration of adoption on June 15, 2021. Discussion was held. Staff was directed to move forward with setting a public hearing at the June 1, 2021 agenda session. PRIVATE ROAD CERTIFICATION LIST Mark Cook presented historical background on private road certifications and that the staff report references the 2005 road standards which should reflect the 2004 road standards. Mark Cook continued that after a recent conversation with a representative for the local Realtors it was discovered the requirement for road certifications was not known. Mark Cook added that staff was able to compile a list for publishing on the county website for the Realtor community and public to access to confirm if a certification was completed. Commissioner Cory Wright thanked staff for the quick turnaround on getting the listing completed. 2021-05-24 MINUTES Meeting adjourned at 1:40 pm. Rebecca Cruse, Administrative Assistant FlfiQH.klu KITTITAS COUNTY COMMISSIONERS KITTITAS COUNTY, WASHINGTON Brett Wachsmith, Chairman KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: May 24, 2021 TOPIC: 2021 Recreation and Tourism Plan Public Comments ACTION REQUESTED: Direct Staff LEAD STAFF: Mark R. Cook RECOMMENDATION: Direct staff to schedule a public hearing considering adoption of the 2021 Kittitas County Recreation/Tourism Plan. BRIEFING SUMMARY: • Public comment was solicited from early March ending on May 7, 2021. • Minor edits are being requested for consideration. • Staff is ready to schedule a public hearing for plan adoption. • Staff can then finalize the document for redistribution to interested agencies and groups to create a contact network for future planning and implementation. BACKGROUND: Public Works staff opened a public comment period in early March ending May 7, 2021. The plan was sent via email attachment to a list of potential stakeholders and interested parties on March 11, 2021. The plan was also announced and made available via Press Release, Board of County Commissioner (BOCC) Facebook page, and the Northern Kittitas County Tribune April 6, 2021. There appeared to be interest in the plan by many agencies and groups, but actual comments are somewhat limited. Comments were received via email from Grant County PUD, Mountains to Sound Greenway, Kittitas County Chamber of Commerce, Cle Elum Downtown Association, and The Nature Conservancy. The published press release is attached as EXHIBIT 1. A complete compilation of comments received appears as EXHIBIT 2. DISCUSSION: Several requests are being made that would adjust the plan. These requests are summarized below for Board direction. • Grant County PUD (GCPUD) recognized coordination efforts between agencies including GCPUD, Washington Department of Fish and Wildlife, Washington State Parks, and Kittitas County to provide high-quality recreation amenities and opportunities while enhancing the shoreline and natural resources. Page 1 of 4 Public Works "Work Session Staff Report", 2021 • Mountains to Sound Greenway recognizes the 2016 Parks, Recreation, and Open Spaces Plan efforts as well as the 2021 update and is requesting recognition at Plan Element 1: Trail Systems (easy to accommodate) calling out specific projects the group finds applicable and mentioning the additional involvement by the Kittitas County Parks and Recreation District #I(KCPRDI). • The Kittitas County Chamber of Commerce asks how data will be updated and managed (easy to add a discussion in the plan), if the document be publicly available, a timeline for implementation. Additionally, the Chamber expresses interest in involvement with Plan Element 1 and requests being listed under Action Item 11.2. • The Nature Conservancy requests amendment to Action Item 6.4 by removing "the Nature Conservancy" as the landowner and replacing with "the Central Cascades Forest, LLC and managed by the Nature Conservancy" (easy to accommodate). • Cle Elum Downtown Association asks several questions about expanding the inventory effort to Hyak and Vantage. Additional questions relate to how the 2016 local data was reported and expresses interest in expanding future data collection efforts. In closing the question is asked about what has been accomplished since 2016 — a question we have answered for the Board. These comments might be addressed with an added discussion about future data needs that could address the Chamber's concerns as well. The suggested changes are relatively easy to accomplish by staff. Staff can alter the public draft incorporating the above requests and reporting the changes in a subsequent study session to the Board. Staff is anxious to move the draft plan to Public Hearing allowing sufficient time for any final edits to produce a final plan ahead of the pending 2022 budget cycle. Follow up with interested agencies and groups can be completed by staff to start forming a network for coordination for future implementation efforts. FISCAL IMPACTS: No impacts to budget as the effort has been managed by Public Works administration staff. ATTACHMENTS: Exhibit 1: Published press release. Exhibit 2: Compiled public comments. The plan outlines the choices that are available, and the means for implementing preferred actions found to be of most benefit to all Kittitas County residents as well as the accommodations of increasing year-round recreation and tourism pressures. This document is a revision to the previously adopted 2016 Parks, Recreation, and Open Spaces Plan (PROS), as well as the Kittitas County Tourism Plan, that outline the County's recreational demand and proposed implementation actions found to attract and benefit tourists as tourism is a major economic development objective and opportunity for Kittitas County. The 2021 Kittitas County Parks, Recreation, and Open Space Plan (PROS) is organized in two parts. Part One addresses recreation elements that are now being targeted for lead action by the County (Trail Systems, Resource Parks and Special Purpose Facilities) and includes the role the County is expected to play in strategically implementing all elements of the Recreation and Tourism Plan. Part One contains priority action items expected to be implemented by Board employees using County financial and human resources. Part Two of the plan defines actions proposed to be led by others - the remaining seven elements of the 2016 PROS Plan (Recreational Programs, Cultural Arts, Resource Conservancies, Historical Resources, Playgrounds and Fields Recreational Facilities and implementation items contained in the 2016 Tourism Plan). Grant PUD is committed to providing high-quality recreation amenities at the Rocky Coulee Recreation Area, Vantage Recreation Area, Huntzinger Boat Launch and ADA Fishing Pier, and The Cove Day -Use Area. In coordination with local agencies, including Kittitas County, Washington State Parks, and the Washington Department of Fish and Wildlife, Grant PUD manages its lands along the Columbia River in a manner that not only provides recreation opportunities for visitors to Kittitas County, but also protects and enhances the shoreline's natural resources. Grant PUD looks forward to continuing this coordination. The original plan, its supporting tourism plan, and the attending surveys and studies, did a remarkable job of categorizing Kittitas County's assets, needs, challenges, and opportunities. It was comprehensive and aspirational, but more than anyone could have expected the County staff to take on without a dedicated Parks and Recreation staff. I am excited to see the County setting priorities and providing staff with the guidance they'll need to begin addressing recreational infrastructure needs! The priorities selected in the revision make good sense and play to the County's standing expertise. As a resident of Thorp and an employee of the Mountains to Sound Greenway trust, I am personally and professionally engaged in several trail/access planning projects locally. The best known of these is the Towns to Teanaway (T2T) project, an effort to link the Upper County communities of Cie Elum, Roslyn, and Ronald over private lands to the Teanaway Community Forest via a sustainable system of nonmotorized trails. In 2019, the Kitittas County Parks and Recreation District #1 (KPRD1) officially took on the role of legal and fiscal sponsor for T2T. As a subordinate group of Kittitas County government, KPRD1 has taken some initial steps down the path the revised PROS plan looks to pave — holding easements for public recreational amenities, providing some maintenance services, and offering some guidelines for safe and responsible recreation. Page 3 Compilation of comments received in response to request for input on the revised 2021 Recreation and Tourism Plan Considering KPRD1's official standing with the County, and T2T's status as a sponsored KPRD1 project, I would like to encourage the revised PROS plan to specifically call out Towns to Teanaway under Plan Element 1: Trail Systems. Official recognition in municipal planning documents is often a requirement for projects like T2T to pursue grants and other funding opportunities for capital construction. I'm very glad to see the type of project and activities generally referred to in Action Items 1.4 and 1.7 but being listed by name would do much for our future ability to implement T2T for the further success of organized recreation in Kittitas County. Thank you for your consideration! Sincerely, Nicky Pasi (she/her) Upper Yakima Basin Community Coordinator Mountains to Sound Greenway Trust (509) 656-4073 Kittitas County Chamber of Commerce via email: Hey Nicole, Thank you so much for looping us in on this! The plan is looking great, and we are excited that it aligns with the work we are doing. Just a few thoughts- take what you see fit and leave the rest. Will this be a public document once finalized? What does the timeline look like? How often will it be updated? Under public involvement, "Public Workshops and Forums" is listed- let us know how we can help with this, we also have a Small Business Development Center in upper county that can be used to help facilitate anything the Bocc sees fit. Under Plan Element 1: Trail Systems, I noticed that a lot of the goals along with the gaps we are filling with our project. In the following paragraph, the plan mentions working with private and public agencies. I work closely with the Kittitas County recreation forum as well as the State's Recreate Responsibly coalition- this is an impactful group of skilled land owners, user groups, organizations etc that we may want to include! On Plan Element 4: Our Strategic Role in Recreation and Tourism, who will be updating the future population growth estimates, inventory existing and proposed facility developments? Where should this data be kept? Should we be listed under Action Item 11.2? Thank you so much, Madison Ford Director of Tourism and Events Cie Elum Downtown Association via email: Page 4 Hi Nicole, To set the framework for my questions — this is my first time involved in this plan, so I may have questions / thoughts that were addressed in 2016. Basically, it's a very comprehensive plan. I don't have any results based information to compare with this plan that would allow me to suggest any changes. However, I did have a couple of questions. Pg 3 Inventory assets — including existing public and private open spaces, park and recreation facilities, and recreational services that have been developed to -date by Roslyn, Cie Elum, Ellensburg, Kittitas County, Washington State, and private non-profit and for- profit organizations (If this is a comprehensive plan for Kittitas County, why is this not going to Hyak or to Vantage? For future planning, extending those boundaries and indicating that additional areas will be survey to begin the assessment process for additional resources that would strength and support a County -wide Parks, Recreation and Open Spaces plan. • Where and how was the Recreation and Tourist Demand survey's conducted? How was the local data reported? I'm asking because it would be interesting to compare survey results (if you are administering them again) by the same sectors. It might also be interesting to compare response change / rate / interest — to see where change and interest have happened. Hopefully, responses are being gathered from some of the outlying areas — that would support any change or growth interest in expanding this plan to support additional parks, outdoor spaces, etc. beyond Roslyn west or Cie Elum east. • This plan is very comprehensive — what has been achieved since 2016 and will those achievements be used to help prioritize outcomes and goals? What would be the process to add the Cie Elum Downtown Association to section 12.0? Thank you for including me, Debbie Debbie Bogart Executive Director 123 E First Street 509-433-7330 CLE ELUM DOWNTOWN ASSOCIATION The Nature Conservancy via email: Good Morning Nicole, Thank you for the opportunity to provide comments on the 2021 Recreation and Tourism Plan. We appreciate the County's efforts to advance this important work. The Nature Conservancy is referenced six times in the plan and most of those references are accurate and supported from our perspective. However, there is one reference that we request is adjusted. Page 5 Compilation of comments received in response to request for input on the revised 2021 Recreation and Tourism Plan The reference currently reads: "Action Item 6.4 Conserve Open spaces Define and conserve a system of open space corridors or separators to provide definition between natural areas and urban land uses in and adjacent to Roslyn and Cie Elum — especially the open spaces created by the Teanaway Community Forest and the recent acquisitions by The Nature Conservancy." While The Nature Conservancy is a partner in the land ownership, it is actually owned by the Central Cascades Forest, LLC. To clarify, we propose the following edit: "Action Item 6.4 Conserve Open spaces Define and conserve a system of open space corridors or separators to provide definition between natural areas and urban land uses in and adjacent to Roslyn and Cie Elum — especially the open spaces created by the Teanaway Community Forest and the recent acquisitions by the Central Cascades Forest. LLC and managed by The Nature Conservancy." Thanks — we look forward to hearing if this is acceptable to the County. Cook RECOMMENDATION: Direct staff post a listing of private road certifications on the Department's website and notice local realtor agencies. BRIEFING SUMMARY: • Local realtor agencies are expressing ignorance of Public Works requirement for private road certifications. • Public Works has prepared a product for realtor and public use and proposes placing this product on the Department's website. BACKGROUND: Private road certifications (completed by a licensed professional civil engineer) have been required since the 2005 Road Standards. Numerous plats (long and short) do not have certified road documentation in our Department road files. Recently, a pending real estate transaction revealed the lack of widespread knowledge and understanding of this requirement in County Code. Addressing the issue, staff has prepared a listing of all known plats with and without private road certifications in our private road files. DISCUSSION: Posting a listing of private road certifications for public review is expected to limit confusion and blame resulting from prospective land purchasers in the County. It is common for the Department to require land buyers certify private roads as a condition of receiving an access permit from Public Works. We generally work with area engineers accomplishing the requirement as many of these private roads are well established. The requirement speaks to our commitment to the Fire/Life/Safety community to maintain safe access for emergency responders. Associated with private road certification, is our growing business of private bridge evaluation. Increasingly, we find ourselves working with prospective County residents having to bring dilapidated private bridges to the required carrying capacity of 75,000 pounds. Unfortunately, past practice did not involve Public Works inspection ahead of access permit issuance (prior to 2015) on private roads. The increasing demand for safe access Page 1 of 3 Public Works "Work Session Staff Report", 2021 from the Fire Marshall's Office and area fire chiefs now dictates a more comprehensive evaluation of access ahead of permit issuance. FISCAL IMPACTS: None anticipated.
