COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

REGULAR MEETING
MONDAY 9:00 A.M. MAY 17, 2021
Board members present: Chairman Brett Wachsmith; Commissioner Cory
Wright; and Vice-Chairman Laura Osiadacz.
Others: Mandy Buchholz, Administrative Supervisor; Julie Kjorsvik,
Clerk of the Board; Taylor Crouch, Admin Assistant; Arden Thomas,
WRP Manager; Mark Cook, Public Works Director; Neil Caulkins, Deputy
Prosecutor.
SPECIAL MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wachsmith opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending May 14, 2021.
APPOINTMENT HORTICULTURAL PEST & DISEASE BOARD COMMISSIONERS
Mandy Buchholz, Administrative Supervisor requested the Board
consider the reappointment of Urban Eberhart, Douglas Hannon and Ben
Kern as well as acknowledge a retroactive appointment for Mr. Kern.
She stated that the terms are for two years and will expire June 30,
2023. Commissioner Osiadacz moved to reappoint Urban Eberhart,
Douglas Hannon and Ben Kern as well as acknowledge a retroactive
appointment for Mr. Kern as presented. Commissioner Wright seconded.
Motion carried 3-0.
APPOINTMENT CIVIL SERV. COMMISSION COMMISSIONERS
Mandy Buchholz, Administrative Supervisor requested the Board
consider the appointment Jim Ritter to the County Civil Service

Commission for a six year term effective immediately and to expire
on June 30, 2024, noting that he would be completing a former
members term. Commissioner Osiadacz moved to appoint Jim Ritter to
the Kittitas County Civil Service Commission, as presented.
Commissioner Wright seconded. Motion carried 3-0.
APPOINTMENT LTAC - DAVIDSON COMMISSIONERS
Item pulled.
LETTER MICHAEL J. GIESEN COMMISSIONERS
Commissioner Osiadacz moved to approve Board signature on a letter
to Michael J. Giesen, Site Supervisor, Memorial Products Service-
Department of Veterans Affairs, as presented. Chairman Wachsmith
seconded. Motion carried 3-0.
LETTER SENATOR MURRAY COMMISSIONERS
Commissioner Osiadacz moved to ratify Board signature on a letter to
Senator Patty Murray regarding Snoqualmie Pass Utility District -
2021 Infrastructure Priority Solicitation Form Request for Water
Projects. Commissioner Wright seconded. Motion carried 3-0.
LETTER SENATOR MURRAY COMMISSIONERS
Commissioner Osiadacz moved to ratify Board signature on a letter to
Senator Patty Murray regarding Snoqualmie Pass Utility District -
2021 Infrastructure Priority Solicitation Form Request for
Wastewater Projects. Commissioner Wright seconded. Motion carried 3-
0.
LETTER MIKE BARROW COMMISSIONERS
Commissioner Osiadacz moved to approve the Chair’s signature on a
letter to Mike Barrow regarding his letter dated May 6, 2021 about
HopeSource not being responsive to the Public Records Act.
Commissioner Wright seconded. Motion carried 3-0.
EXECUTIVE SESSION COMMISSIONERS
At 9:12 a.m. Chairman Wachsmith announced the Board would recess
into Executive Session with Arden Thomas, Neil Caulkins & Mark Cook
for 10 minutes, to consider the selection of a site or the
acquisition of real estate by lease or purchase when public
knowledge regarding such consideration would cause a likelihood of
increased price. Action was anticipated.
At 9:22 a.m. the Board reconvened out of Executive Session.
Commissioner Osiadacz moved to approve and authorize the Chair’s

signature on the Agreement Regarding Post Closing Actions and
Improvements and the Agreement for Sale off Real Property.
Commissioner Wright seconded. Motion carried 3-0.
At 9:25 a.m. Chairman Wachsmith announced the Board would recess
back into Executive Session for 5 minutes, with Mark Cook and Neil
Caulkins to discuss with legal counsel representing the agency
matters relating to agency enforcement actions, or to discuss with
legal counsel representing the agency litigation or potential
litigation to which the agency, the governing body, or a member
acting in an official capacity is, or is likely to become, a party,
when public knowledge regarding the discussion is likely to result
in an adverse legal or financial consequence to the agency. No
action anticipated.
At 9:30 a.m. the Board reconvened out of Executive Session. No
action taken.
At 9:30 a.m. Chairman Wachsmith announced the Board would recess
back into Executive Session for 10 minutes, with Mark Cook and Neil
Caulkins to discuss with legal counsel representing the agency

UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. The assignments for 2021 were
determined at the Board of County Commissioners Office Admin meeting
on 1-11-2021.
Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of May 17, 2021 they didn’t have
any “new” topics to publish.

There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
