ACTION REQUESTED:
Request to Approve a Resolution to Authorize the Chair's signature
on County Road Administration Rural Arterial Program Project
Agreement for Construction Proposal, Amendment Number 2,
supporting Vantage Highway Improvements
BACKGROUND:
Through the Rural Arterial Program (RAP) the County Road
Administration Board (CRAB) has authorized increasing available
Rural Arterial Trust Account (RATA) funding for the Vantage
Highway improvement project. CRAB has authorized a funding
increase of $1,327,140 from $1,307,860 for a total of $2,635,000.
This project, CRP 298-19, overlays failing asphalt and replaces
guardrail in sections along Vantage Highway from milepost 21.25 to
milepost 27.51. Additional RATA funds will offset impacts to the
County Road Fund.
INTERACTION:
Public Works.
RECOMMENDATION:
Approve the Resolution to Authorize the Chair's signature on CRAB
RAP Project Agreement Contract Amendment Number 2.

AUTHORIZING THE CHAIR'S SIGNATURE ON CONTY ROAD
ADMINISTRATION BOARD PROJECT AGREEMENT AMENDMENT NUMBER 2
FOR VANTAGE HIGHWAY, CRP 298-19
WHEREAS: Through the Rural Arterial Program (RAP) the County Road Administration
Board (CRAB) previously allocated $1,307,860 from Rural Arterial Trust
Account (RATA) funding towards the County project to improve Vantage
Highway; and
WHEREAS: CRAB has increased the total funding allocation amount to $2,635,000
towards the project; and
WHEREAS: CRAB requires the Board of County Commission Chairman to sign the
Project Agreement amendment on behalf of the full Board; and
WHEREAS: The additional funding offsets financial impact to the County Road Fund
(106);
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize the Chair's signature on
County Road Administration Board Project Agreement amendment
authorizing a total of $2,635,000 in Rural Arterial Trust Account funding
towards the Vantage Highway Improvement project, County Road Project
Number 298-19.

This is Amendment No. 2 to the above described Project Agreement, between the County of Kittitas, hereinafter the "County" and
the State of Washington County Road Administration Board, hereinafter the "CRABoard."
WHEREAS, the COUNTY and CRABoard desire to amend the original Project Agreement to allow an increase to authorized RATA
funds under the conditions described in WAC 136-161-070.
NOW, THEREFORE, pursuant to chapter 36.79 RCW and in consideration of the terms, conditions, covenants, and performance
contained herein; or attached and incorporated and made a part hereof,
IT IS MUTUALLY AGREED AS FOLLOWS:
The following new language is added as section 16 to the Project Agreement:
Authorized RATA funding is increased to $2,635,000 per CRABoard approval dated April 29, 2021.
2. All other terms and conditions of the original Project Agreement shall remain in full force and effect except as modified by
this Amendment No. 2.
