AGENDA STAFF REPORT
AGENDA DATE: May 4, 2021
ACTION REQUESTED: Request to Approve the Professional Services Agreement
between Kittitas County and Comprehensive Healthcare.
BACKGROUND: This agreement is between Kittitas County and Comprehensive
Healthcare to have a full-time mental health counselor at the Kittitas County Jail. This
contract is $124.024 with a 3% increase each year. It is set to begin May of 2021. The
counselor will provide screening of inmates within 72 hours of booking, most often 24
hours of booking, provide assessments on inmates with mental health treatment needs,
group treatment as available, assist the comprehensive medical provider, evaluate any
inmate with a mental health or substance use disorder crisis with Comprehensive’s
Designated Crisis Responders, make referrals to community providers to promote a
reduced risk of recidivism, make referrals to providers in the inmate’s community of
residence, and provide warm handoff referrals when possible.
INTERACTION: The Kittitas County Prosecuting Attorney’s Office has reviewed and
approved.
RECOMMENDATION: Request to Approve the Professional Services Agreement
between Kittitas County and Comprehensive Healthcare.
HANDLING: Return one fully executed original to the Sheriff’s Office.
