COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON PUBLIC HEARING SPECIAL MEETING
TUESDAY 2:00 P.M. APRIL 20, 2021
Board members present via Webex: Chairman Brett Wachsmith; Vice-Chairman
Laura Osiadacz; and Commissioner Cory Wright.
Others via Webex: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz,
Administrative Supervisor; Mark Cook, Public Works Director; Josh
Fredrickson, Engineer; Neil Caulkins, Deputy Prosecutor and 1 member of
the public. PUBLIC HEARING BLUESPAN WIRELESS, LLC PUBLIC WORKS
At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing continued from
April 6, 2021 to consider a County Wide Telecommunications Franchise
with Bluespan Wireless, LLC. He noted the record was open.
MARK COOK, PUBLIC WORKS DIRECTOR explained the history of the request
and requested the Board to continue the Public Hearing until May 4, 2021
to allow them to work on the Agreement.
VICE-CHAIRMAN OSIADACZ moved to continue the Public Hearing to consider
a County Wide Telecommunications Franchise with Bluespan Wireless, LLC
to Tuesday May 4, 2021 2:00 p.m. noting the record is to remain open. COMMISSIONER WRIGHT seconded. Motion carried 3-0.
PUBLIC HEARING TIMBER VALLEY ROAD PUBLIC WORKS
At 2:03 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider a
partial Vacation of Rights-Of-Way in Division I of Timber Valley.
MARK COOK, PUBLIC WORKS DIRECTOR reviewed a Staff Report and the
application received for a Road Vacation of Platted Right-of-Way within
Timber Valley Division 1, Nelson Creek Road, Little Creek Road and
Timber Road. He recommended the Board approve the proposed Vacation, as
requested by the applicant.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED.

RESOLUTION 2021-061 TIMBER VALLEY ROAD PUBLIC WORKS VICE-CHAIRMAN OSIADACZ moved to approve Resolution No. 2021-061,
Vacating Portions of Nelson Creek Road, Timber Valley Road and Little
Creek Road within the plat of Timber Valley Road. COMMISSIONER WRIGHT
seconded. Motion carried 3-0.
ADJOURNMENT
The meeting was adjourned at 2:10 p.m.
