COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. APRIL 20, 2021
Board members present via WebEx: Chairman Brett Wachsmith; Vice-Chairman
Laura Osiadacz; and Commissioner Cory Wright.
Others via WebEx: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz,

Kittitas County is currently in Phase 3 of the “Healthy Washington –
Roadmap to Recovery” and in person participation is allowed however, we
are currently unable to meet the regulations required Per Governor
Inslee’s Proclamation and the public was encouraged to join the meeting
by joining a WebEx event online.
CALL TO ORDER
Chairman Wachsmith called the meeting to order.
PLEDGE OF ALLEGIENCE
Chairman Wachsmith led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES – NONE PROCLAMATIONS PROCLAMATION “SHREE SAINI DAY” COMMISSIONERS
Vice-Chairman Osiadacz moved to approve a Proclamation declaring April
21, 2021 as “Shree Saini Day” in Kittitas County. Commissioner Wright
seconded. Motion carried 3-0. AWARDS & RECOGNITIONS - NONE

Vice-Chairman Osiadacz moved to approve the Agenda, as presented.
Commissioner Wright seconded. Motion carried 3-0. CONSENT AGENDA
The Agenda Study Session had been cancelled for Monday April 19, 2021,
and therefore the Board would be reviewing all items individually prior
to making any motions. At the conclusion of reviewing each item
Vice-Chairman Osiadacz moved to approve the Consent Agenda, as
presented. Commissioner Wright seconded. Motion carried 3-0.

SPECIAL EVENT WA STATE SPORTING CLAY CHAMPIONSHIPS COMMISSIONERS
Approve a Special Event Application for the 2021 Washington State
Sporting Clay Championships on July 1, 2, 3 and 4, 2021; granting a
waiver to Kittitas County Code Chapter 5.20.100 - Penal Bond – Bond of
Indemnity; and conditioned upon requirements set forth from County
Departments.
RESOLUTION 2021-058 RECORDS MANAGEMENT COMMISSIONERS
Approve Resolution No. 2021-058, Amending Resolution No. 2019-118,
Authorizing County Employees to complete Records Management Training no
later than December 21, 2021.
RESOLUTION NO. 2021-059 AWARD BID – TRANSFER STATION SOLID WASTE
Approve Resolution No. 2021-059, Awarding a Bid to Belsaas and Smith

Construction, Inc. for the Kittitas County Transfer Station Phase 1 –
Road and Utility Improvements and to authorize the Chairman to sign
Local Agency Contract between Kittitas County and Belsaas & Smith
Construction, Inc.
AGREEMENT DLR GROUP SOLID WASTE
Approve a Professional Services Agreement between Kittitas County and
DLR Group, to coordinate communication with the Courthouse Committee and
community.
RESOLUTION 2021-060 SUMMIT FOOD SERVICES SHERIFF
Approve Resolution No. 2021-060, Authorizing the Renewal between
Kittitas County and Summit Food Services, Formerly Known as Consolidated
Food Management, Inc. from January 21, 2021 through January 21, 2022.
RESOLUTION 2021-062 CITY OF KITTITAS – HOUSING INMATES SHERIFF
Approve Resolution No. 2021-062, Authorizing an Interlocal Agreement
between the City of Kittitas, Washington and Kittitas County,
Washington, for the Housing of Inmates from January 1, 2021 through
December 31, 2021.
SET PUBLIC HEARING AMENDMENTS TO TITLE 18 CDS
Approve Setting a Public Hearing to consider Amendments to Kittitas
County Code Title 18 to update the applicability section to provide a
date for legal nonconforming structures and update the inspection
section to allow for inspections for code compliance or investigation of
complains when conducted in conformity with constitutional, statutory,
and case law, to be held on May 4, 2021 at 2:00 p.m. via Webex Video
Conferencing, and to authorize the Clerk to publish said notice.
SET PUBLIC HEARING SHORELINE MASTER PROGRAM (SMP) CDS
Approve Setting a Public Hearing to consider Amendments to the Kittitas
County Shoreline Master Program (SMP) to keep the SMP current with
changes in State law, changes in other County plans and regulations, and
changes to local circumstances, to be held on May 4, 2021 at 2:00 p.m.
via Webex Video Conferencing, and to authorize the Clerk to publish said
notice.
LETTER EFSEC – NICOLE OGAN CDS
Approve a Letter to the Energy Facility Site Evaluation Council (EFSEC),
appointing Nicole Ogan to serve as the County’s representative to the
Technical Advisory Committee (TAC) for the Columbia Solar Project.

RESOLUTION 2021-063 NON-DISCRIMINATION PUBLIC WORKS
Approve Resolution No. 2021-063, Approving the Non-Discrimination
Agreement between Kittitas County and Federal Highway Administration and
the Title VI Annual Accomplishment Update Report for Years 2018, 2019
and 2020.
RESOLUTION 2021-064 POSTING LOAD RATINGS PUBLIC WORKS
Approve Resolution No. 2021-064, Posting Load Ratings at Certain Bridges
for Special Haul Vehicles and Emergency Vehicles, in accordance with
Federal Bridge Inspection Standards.
RESOLUTION 2021-065 ASPECT CONSULTING, LLC & LANDAU ASSOC. PUBLIC WORKS
Approve Resolution No. 2021-065, Selecting Aspect Consulting, LLC and
Landau Associates as Public Works On-Call Task Order Consultants for Up
to a Three-Year Period of Services Supporting the Water Banking Program
and Authorize the Public Works Director Signature on Said Contracts.
RESOLUTION 2021-066 ROAD SAFETY PLAN 2021-2023 PUBLIC WORKS
Approve Resolution No. 2021-066, Adopting the Kittitas County Road
Safety Plan for 2021-2023.
REQUEST FOR PROPOSALS SPRING CREEK PLANTING PROJECT PUBLIC WORKS
Approve a Request for Proposals for the Spring Creek Planting Project,
for a portion of Parcel No. 508933, located at 731 Stone Road
Ellensburg, WA to be received until 4:00 p.m. on May 14, 2021 at the
Kittitas County Public Works Department 411 North Ruby Street, Suite 1,
Ellensburg, WA and to authorize the Clerk to publish said notice.
