CDS STUDY SESSION MINUTES
BOCC CONFERENCE ROOM, WEBEX
Regular Meeting
MONDAY 1:30 PM April 12, 2021
Board members present via WebEx: Chair Brett Wachsmith,
Commissioner Laura Osiadacz and Commissioner Cory Wright.
Others via WebEx: Dan Carlson and Jessica Miller, Community
Development Services; Toni Berkshire, Code Enforcement; Mark
Cook, Joshua Fredrickson, Liz Remeto, Arden Thomas, Candie
Leader and Rebecca Cruse, Public Works; Neil Caulkins,
Prosecuting Attorney; Lisa Young, Human Resources; and three (3)
members of the public.
At 1:30 pm Chair Wachsmith opened the Community Development
Services Study Session.
MARCH BUILDING PERMIT ACTIVITY
CDS Director Dan Carlson presented the Residential Building
Permit activity for the month of March. CDS continues to see an
increase in permit activity as compared to prior years.
REVIEW DRAFT TITLE 18 ADMENDMENTS
CDS Director Dan Carlson presented 2 proposed changes and
requests to set a public hearing to make the changes to Title
18. The first official uniform building code was adopted in
April 17, 1984 so CDS is suggesting that any structures that
were built prior to that are considered legal nonconforming
regardless of it they got a permit. Commissioner Osiadacz
requested adding language of some examples of how people could
prove the building was built prior to 1984 in the code
amendment. The second change is regarding the ability for the
Code Enforcement Officer to enter the private property for the
purpose of inspection for code compliance or investigation of
complaints. CDS Director Carlson requested to set a public
hearing for these changes.
DISCUSSION REGARDING KITTITAS COUNTY REPRESENTATIVE TO EFSEC TAC
FOR COLUMBIA SOLAR PROJECT

CDS Director Dan Carlson presented. A letter was received by the
BoCC requesting that the county nominate a representative for
the Technical Advisory Committee to EFSEC for the Columbia Solar
Project. After reviewing with Public Works Director Mark Cook,
it was determined that the best fit for this would be Nicole
Ogan, Environmental and Transportation Planner from Public
Works. CDS Director Carlson will compile a draft recommendation
for BoCC to review.
