Explain how the improvements will promote tourism in Kittitas County and indicate specifically how the improvements will directly increase economic activity resulting from tourists {see the definition of tourist on page 3 of this application), Goals & Priorities. The project will help develop the integreity of place for the Disc Golf Coutse and l{ansan Ponds arca, rvhich will spill over into Cle Elum fur first time visitors. The Disc Golf Course also adds to Cle Elurn's diverse set of recreational rssources and opportunities. The Ci[ and other groups like the Cle Elum Downtown Association will he atrle to use the Trail Counters to plan and evaluate events and their attcndance, enhance visitor experiences, and gatlrer data fbr required ,ILARC reporting, which rvill only serv'e to make future Lodging Tax Crants more thorough and data supported. These recreationally- focused activities that will be supported by thc cunent grant rcquest are within the environrnental tourism section of the Counry-'s Tourisrn Infrastructure Plan - they suppo* open spaces, natural area access and interpretation. This project is also supported by the recreational tourism priority for regional athletic competition facilities - the National Disc Golf Association is quite active and the upgrades atthe Disc Golf Course will promote more events and competitions. Tourism Infrastructure Needs. The project addresses the need for local communities who use lodging tax fi;nds, by installing trail counters ("people counters") to collect information on usership of tourism-related capital facilities and attendance at events, The Disc Golf Course Projcct will increase tourism by drawing serious disc golf enthusiasts and casually curious tourists off of I-90 to compete or even just explore and stretch their legs. The 2020 Hanson Ponds Park Project will be installing a restroom adjacent to the Disc Golf Course, as well as improving parking and picnic faoilities. Signs at the Hanson Ponds Park will also include maps of other parks and trails in the Cle Elum recreational system, which could direct visitors from the Disc Golf Course into the rest of the City in search ofother recreational experiences, food, goods, and services. 3. Use of Grant Funds: Please explain exactly how the request€d funds will be used. lnclude an itemized list. Grant funds will be used as follows: Project Component #l (as described above) The City will purchase 5 hail counters. Two of lhese will be located fbr long-term data collection as described in answer #l above, and the other three will be deployed in altemate locations, depending on when the units are received. For example, the three portable units may be placed at various parks or trails or even in the downtown. IF the units were received before an equestrian evcnt on the Coal Mines Trail, a porlable unit may be placed several feet above the long-term Coal Mines Trail counter to pick up how many horse and riders were using the trail at that time. Project Component #2 (as described above) The City will order signs for the existing disc golf course, contract a new logo, create a brochure, and promote the disc golf course on applicable recreation websites, such as the National Disc Golf Course Association website. Grant fund expenditures are also itemized in the attached budget. Matchedfunds for the Dog Park trail counter includes the $69,675 park project funding. The Dog Park project received a $53,000 City Lodging Tax grant in February, 2020 to construct the park, of which $3,000 was e armarked for a trail counter. We already see groups of people who visit the course daily, many who patronize our store and other businesses in the City. The Ci$'s plgn for signage, logo development and brochures will help to bring more attention and clientele to the course. Since taking over Whispering Pines RV Park in 2017, we've seen a small but steady increase of guests who stay at our park with the sole purpose of using the course as well as an increase of existing guests, when they discover the course is just a mile down the road from us, purchasing the disc golf supplies we began selling last year. Adding signage and creating the course map and a brochure will only serve to increase its visibilig, attract more users, and bring more tourism dollars to us and other businesses within the community. All and all, it's a great use of our county's transient tax dollars, which we believe, will help entice tourism to Cle Elum. Course signage is an irnportant feature that can take a course to the next level of legitimacy. This is a very good course, very challenging, demanding concentration and skill to score well, But it also caters to casual play. Both types of players, and everyone in between, have fun playing disg here. I have lots of advice on how to improve the course. lwill provide one suggestion, for now; placement of signage is critical, lt can't be anywhere near the front of the teebox, where it rnight impede a person's follow through on a drive. Originality is always appreciated (OK, two suggestions). There are great ready- made signs available that you can put on a pole and be done with it, but something homegrown, maybe some kind of surplus heavy item, that could be painted on and anchored to the ground, could provide a clever and memorable marker, Developing an identity is an effective way of bringing more people to Cle Elum for dlsc golf. Thousands of players live just over the summit. A fun logo can help distinguish eastside disc golf, if lt has the course, (or coursesl) to back it up. I am not an eastsider. I am a Midwesterner and have only been in the area for littie more than a year, The Cle Elum disc golf course has been a welcome familiarity for when I need to relax and unwind. We have been working with the city for quite some time now to develop a dog park in our community. We are excited for the addition to accommodate local families, but mostly for our travelers. During the surnmer months we are inundated with travelers off l-90, They stop in town to stretch their legs, patron local business and rejuvenate for their long trip home through heavy sumrner traffic. Many of these travelers have pets with no place to exercise them or even let them out for fresh air. This will be a wonderful addition to Cle Elum to provide a sought after destlnationforvisitors. Restareashaveplacestorelievetheirdogs, butnoplacetostretchtheir legs and get some energy out. There are many elements to the project that have begun, but many more to rnake it fully capable to serve everyone properly. Drinking fountains would be a great additlon. But to truly know how the park will be used we need to be able to track visitors. Camera systems would be the best way to do that as well as monitor vandalisrn (this is a self-serve park). Signage is the key and comes with a price tag as well, I believe there will be an online presence for individuals to search for the location, but nothing explains where something is better than large signs visible to those driving by. if there is any way for addition funds, we would be eternally grateful. There are many people that have been working tirelessly over the years to get this project moving forward and it is happening! This project will meet three main goals: , Data Collection. Thc City, organizations, and events to collect necessary and required data on park and trail usership, and event attcndance for JLARC reporting. This data will also provide us with valuable information for our maintenance and operation program. Park Upgrades. The City's Disc Golf Coune within the Hanson Ponds park area is unsigned and under promoted, With minimal upgrades, this park witl bring tourists to the area to enjoy a round or two of disc golf, and we anticipate will increase visitation to local businesses lbr dining, goods, and services. Tourism Related Restroom Maintenance. The City's public rcstrooms require far more maintenance during recent peak seasons than what the City Crew can currently sustain. However, these facilities are crucial to keeping a healthy, attractive, and vibrant downtown and parks, and must continue to be maintained at a high level to meet demand. The Cle Elum City Coirncil and I fully support this application and request your support to complete these tourism upgrades and operations. Thank you for your time and consideration. Operational Spending: Please explain your request for operational funding and how it is dlrectly related to supporting the operations of a tourism-related facility owned or operated by a municipality or public facilities district. The Ciry of Cle Elum, and the entire Upper County area has been experiencing an increase in tourism over the past several years that has increased the need for reliable and clean restroom facilities. The availability of restrooms is often an important consideration for travelers, This often overlooked amenity can determine the location and duration of a visit, and can certainly impact an entire travel experience, particularty for families or individuals with special needs. This in turn has resulted in an increased workload of the small public works crew. During peak season the City's public restrooms at City Park and in the downtown core (see ilrset map) require daily cleaning, amidst the other n€eessary seasonal maintenance such as mowing, trash pick-up, and garbage services within the downtown and at all of the City's numerous parks and trails (see attached parks and trails map). The Public Works plan is to hire anothel part time or seasonal parks pcrsition or consolidate and creatc a one full timc parks position by the summer of 2A22.In the interim, the City cannot meet the maintenance treed and often have to close restrooms to the pubtic due to lack oJ' mainlenance personnel, lt is tbr this reason that the City requests the funds to covsr the restroom .ianitorial services daily through the remainder of the 2020 and for the duration of the 2020 peak season (see hudget below).
