RESOLUTION APPROVING PUBLIC RECORDS ACT AND RECORDS
MANAGEMENT TRAINING SCHEDULE.

WHEREAS, The Board of County Commissioners has previously directed regular
training for all employees on the management of Records and the processing of Public Records
Act requests in order to maximize performance and minimize liability; and
WHEREAS, The Board has accepted the previous recommendation of the Records
Management Committee that such training should occur on a bi-annual basis in order to provide
adequate training opportunities for new employees and those needing the required refresher; and
WHEREAS, It is approaching the time at which employees who received initial training
are due for refresher training on these subjects; and
WHEREAS, The Records Management Committee has researched and recommended a
process for setting a schedule and arranging the training; and
WHEREAS, The recommendation of the Records Management Committee is that the
basic Records Management and Public Records Act training, intended for new employees and
those needing to meet the refresher requirement, be made available two times per year, to be
scheduled in the second full week of November and the last full week of February; and
WHEREAS, The additional recommendation of the Records Management Committee is
that specific and more advanced training for Public Records Officers, Records Officers,
Department Heads and Elected Officials be held annually in the first and third full weeks of
October; and
WHEREAS, The Records Management Committee has recommended that all advanced
training sessions be set on the applicable Tuesdays of those weeks at 1:30 PM; and
WHEREAS, Logistical realities require consistent scheduling and adequate notice to all
employees, Department Heads, and Elected Officials; and
WHEREAS, The Event Center has the facilities needed to accommodate these training
sessions; and
NOW THEREFORE, BE IT HEREBY RESOLVED that the Board of County
Commissioners of Kittitas County, Washington hereby adopts and ratifies the recommendations
of the Records Management Committee and directs as follows: That the basic Records
Management and Public Records Act training shall be set at 1:30 PM on the Tuesday of the last
full week each February and the second full week each November, and that attendance at one of
these sessions is mandatory for all new employees and those needing their biennial refresher; that
the advanced training for Public Records Officers, Records Officers, Department Heads and
Elected Officials shall be held annually at 1:30 PM on the Wednesday of the first and third full
weeks of October, and that attendance at one of these sessions annually is mandatory for all
Public Records Officers, Records Officers, Department Heads and Elected Officials; and that all
the departments of Kittitas County shall comply and cooperate to the greatest extent possible as
needed to facilitate these directions.
