On October 77,2018, Governor Jay lnslee approved the Site Certification Agreement (SCA) authorizing TUUSSO Energy,
LLC to construct and operate the Columbia Solar Project in Kittitas County, as recommended by the Energy Facility Site
Evaluation Council (EFSEC).
A condition of the SCA requires the Certificate Holder to convene a Technical Advisory Committee (TAC). The purpose of
the TAC, as stated in the SCA, Article Vll A. TechnicalAdvisory Committee (TAC):
The purpose of the Technical Advisory Committee (TAC) is to odvise EFSEC on the effectiveness of mitigation
meosures as they have been implemented. TAC will also moke recommendations to EFSEC if it deems odditional
studies or mitigotion ore worronted to address impocts thqt were either not foreseen in the Revised Application,
or significontly exceed impacts thot were projected. ln order to make advisory recommendations to EFSEC, the
TAC will review and consider results of the Project monitoring studies.

The TAC will be composed of representatives from the Washington Department of Fish and Wildlife (WDFW), the U.S
Fish and Wildlife Service (USFWS), Washington State Department of Ecology (DOE), EFSEC, Kittitas County, and the
Certificate Holder.
The TAC will assess whether the post-construction restoration and mitigation and monitoring programs merit
further studies or additional mitigation, taking into consideration factors such as the species involved, the
nature of the impact, monitoring trends, and new scientific findings.
The TAC will be convened as determined by EFSEC, except that EFSEC may terminate the TAC if: the TAC
determines that all of the pre-permitting, operational and post-operational monitoring has been completed and
further monitoring is not necessary; or the TAC members recommend that it be termlnated; or, upon request by
Certificate Holder, after the first year of operation of the Project.
We invite you to appoint a representative from your organization to the TAC. Please notify EFSEC in writing of the
individual you wish to appoint as your representative and indicate the term of representation. Notifications should be
sent to EFSEC. Attn. Kvle Overton. P.O. Box 43172, Olvmpia. WA 98504, no later than May 24,2021. All appointments
will be considered and approved by EFSEC.
