Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br /> <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: April 20, 2021 <br /> <br />ACTION REQUESTED: Request to Appoint Kittitas County Representative to EFSEC Technical <br />Advisory Committee for Columbia Solar Project <br /> <br /> <br />BACKGROUND: On October 17, 2018, Governor Inslee approved a Site Certification Agreement (SCA) <br />authorizing TUUSSO Energy LLC to construct and operate the Columbia Solar Project <br />in Kittitas County as recommended by the Energy Facility Site Evaluation Council <br />(EFSEC). A condition of the approval requires TUUSSO Energy LLC to convene a <br />Technical Advisory Committee (TAC) to advise EFSEC on the effectiveness of <br />mitigation measures as they have been implemented. <br /> <br /> According to the SCA, mitigation is required for stormwater management, <br />construction traffic, habitat impacts, site restoration, etc. On April 12, 2021, staff <br />recommended to the Board that Public Works Environmental/Transportation Planner <br />Nicole Ogan be appointed to serve as the Kittitas County representative.
