AGENDA DATE: April 20, 2021
ACTION REQUESTED: Request to Appoint Kittitas County Representative to EFSEC Technical
Advisory Committee for Columbia Solar Project
BACKGROUND: On October 17, 2018, Governor Inslee approved a Site Certification Agreement (SCA)
authorizing TUUSSO Energy LLC to construct and operate the Columbia Solar Project
in Kittitas County as recommended by the Energy Facility Site Evaluation Council
(EFSEC). A condition of the approval requires TUUSSO Energy LLC to convene a
Technical Advisory Committee (TAC) to advise EFSEC on the effectiveness of
mitigation measures as they have been implemented.
According to the SCA, mitigation is required for stormwater management,
construction traffic, habitat impacts, site restoration, etc. On April 12, 2021, staff
recommended to the Board that Public Works Environmental/Transportation Planner
Nicole Ogan be appointed to serve as the Kittitas County representative. The attached
letter would make that appointment to the EFSEC TAC for the Columbia Solar Project.
