KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: April 20, 2021 <br />ACTION REQUESTED: Hold a Public Hearing continued from April 6, 2020 to <br />consider a county wide Telecommunications Franchise with <br />Bluespan Wireless, LLC. <br />BACKGROUND: Public Works received an application from Bluespan <br />Wireless, LLC for a county wide telecommunications <br />franchise on November 30, 2020. After staff research it was <br />discovered that Bluespan Wireless, LLC had purchased a <br />previous utility that serviced the Snoqualmie Pass area and <br />that franchise had expired some time ago. <br />Bluespan Wireless, LLC is requesting a new franchise to <br />continue servicing existing customers and service new <br />customers as needed. <br />Public Works has recently worked with the Prosecuting <br />Attorney's Office to update all franchise agreements updating <br />the liability clause. <br />The Franchise Agreement has been executed by Bluespan <br />Wireless, LLC. <br />Public Works staff, the Prosecuting Attorney's Office and the <br />IT Department discussed updating the Franchise to include <br />the negotiations of specific public benefit projects within <br />Kittitas County. Public Works staff requires additional time <br />to discuss this update to the franchise with Bluespan Wireless, <br />LLC. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Continue the Public Hearing to May 4, 2021 at 2pm to <br />consider a county wide Telecommunications Franchise with <br />Bluespan Wireless, LLC. <br />HANDLING: Return Franchise Agreement to Public Works for recording. <br />ATTACHMENTS: None. <br />LEAD STAFF: Mark R.
