AGENDA STAFF REPORT
AGENDA DATE: April 20, 2021
ACTION REQUESTED: Hold a Public Hearing continued from April 6, 2020 to
consider a county wide Telecommunications Franchise with
Bluespan Wireless, LLC.
BACKGROUND: Public Works received an application from Bluespan
Wireless, LLC for a county wide telecommunications
franchise on November 30, 2020. After staff research it was
discovered that Bluespan Wireless, LLC had purchased a
previous utility that serviced the Snoqualmie Pass area and
that franchise had expired some time ago.
Bluespan Wireless, LLC is requesting a new franchise to
continue servicing existing customers and service new
customers as needed.
Public Works has recently worked with the Prosecuting
Attorney's Office to update all franchise agreements updating
the liability clause.
The Franchise Agreement has been executed by Bluespan
Wireless, LLC.
Public Works staff, the Prosecuting Attorney's Office and the
IT Department discussed updating the Franchise to include
the negotiations of specific public benefit projects within
Kittitas County. Public Works staff requires additional time
to discuss this update to the franchise with Bluespan Wireless,
LLC.
INTERACTION: Public Works.
RECOMMENDATION: Continue the Public Hearing to May 4, 2021 at 2pm to
consider a county wide Telecommunications Franchise with
Bluespan Wireless, LLC.
HANDLING: Return Franchise Agreement to Public Works for recording.
