AGENDA DATE: April 20, 2021
ACTION REQUESTED: Request to Approve a Resolution to select Aspect
Consulting, LLC, and Landau Associates for water bank
consultant support services supporting Public Works for up
to a Three -Year Period and Authorize the Public Works
Director to execute said Contracts.
BACKGROUND: PW continues to require water resources professional
services to support water bank program development. On
02/08/2021, the Department requested and received
permission from the Board to solicit for professional
services (consistent with state law and County, policy).
Responders provided qualifications for review on
03/05/2021. Staff has completed review of responder
information and recommends the selection of Aspect
Consulting, LLC, and Landau Associates for standard
professional contracts. On 04/12/2021 staff requested and
received permission from the Board to select two on-call
contractors and to authorize the Public Works Director as
the County signatory on both agreements. The contracts are
in place for a two-year base period with a third potential
year if mutually agreed upon.
INTERACTION: Public Works.
RECOMMENDATION: Approve a resolution to select Aspect Consulting, LLC, and
Landau Associates for water bank consultant support
services professional services contracts supporting Public
Works for up to a three-year period and authorize the
Public Works Director to execute said contracts.
HANDLING: Return one original to Public Works.

RESOLUTION NO. 2021 -
SELECTING ASPECT CONSULTING, LLC, AND LANDAU ASSOCIATES AS PUBLIC
WORKS ON-CALL TASK ORDER CONSULTANTS FOR UP TO A THREE-YEAR
PERIOD OF SERVICE SUPPORTING THE WATER BANKING PROGRAM AND
AUTHORIZE THE PUBLIC WORKS DIRECTOR SIGNATURE ON SAID
CONTRACTS
WHEREAS: The Department of Public Works (PW) prepared a solicitation for water bank
consultant support services consistent with state law and county code in February
2021; and
WHEREAS: Solicitation responses concluded with submittals being received on March 5,
2021; and
WHEREAS: Consistent with solicitation advertising an internal review team of PW reviewed
and scored all water bank consultant support services submittals; and
WHEREAS: The consensus of the reviewers selects Aspect Consulting, LLC, and Landau
Associates for professional services contracts for up to a three-year period (two-
year base with possible third year extension if mutually agreed upon); and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby select Aspect Consulting, LLC. and Landau Associates
for standard professional services contracts (acceptable to the Prosecuting Attorney's Office)
supporting the water banking program; and
BE IT FURTHER RESOLVED the Public Works Director is directed to sign said contracts on
behalf of the Board of County Commissioners.
