2021 AGENDA STAFF REPORT
AGENDA DATE: April 20, 2021
ACTION REQUESTED: Request to Approve a Resolution for Posting Load Limits
on Certain County Bridges for Special Haul Vehicles and
Emergency Vehicles Authorized in the FAST ACT of 2015
BACKGROUND: On December 4, 2015, Congress authorized the FAST ACT
allowing Special Haul Vehicles and Emergency Vehicles
access to the Federal Highway System. Local agencies
have until 12/31/2021 to complete evaluation of local
bridges supporting these heavier axle loads. Public Works
recently completed the required analysis (KPFF) and is
now required to load limit six County Bridges. The
deadline for posting is May 1, 2021.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolution directing the required load posting
of bridges: 04351, 06251, 78132,79011, 88333 and 89342.
Locations are:
• Westside Rd over Hiline Canal
• Red Bridge Rd over Teanaway River
• Canyon Rd over Wilson Creek
• No 81 Rd over Cooke Creek
• S Thorp Highway over Yakima River
• Vantage Hwy over Cascade Canal
HANDLING: Return one original to Public Works.

RESOLUTION NO. 2021 -
POSTING LOAD RATINGS AT CERTAIN BRIDGES FOR SPECIAL HAUL
VEHICLES AND EMERGENCY VEHICLES
WHEREAS: The Federal Government authorized the use of the Federal Highway System for
Special Haul Vehicles and Emergency Vehicles in the FAST Transportation Act
by amending Chapter 53 of Title 49 US Code on December 4, 2015; and
WHEREAS: The Federal Government requires local agencies to evaluate bridge structures for
supporting Special Haul Vehicles and Emergency Vehicles located within one
mile of the Federal Highway System, and
WHEREAS: Public Works recently completed the required bridge structure analysis using the
Department's Structural Engineering Task Order consultant KPFF on March 31,
2021; and
WHEREAS: Kittitas County is now required to post load limits at bridge structures that are not
capable of fully supporting the required Special Haul Vehicle and Emergency
Vehicle loads at: Bridge Numbers: 04351, 06251, 78132, 79011, 88333 and
89342 (attached); and
WHEREAS: The posting is required within 30 days of notice being received on 03-31-2021;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize the load limit posting of bridge numbers:
04351, 06251, 78132, 79011, 88333 and 89342 in accordance with Federal Bridge Inspection
standards.
