HomeMy WebLinkAboutdoc04556320210413134705BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION NO. 2021 - RESOLUTION TO AWARD BID WHEREAS: Kittitas County went out to bid for a contractor to provide services for the Kittitas County Transfer station Phase 1- Road and Utility improvements; and WHEREAS: Kittitas County received three bids for the Kittitas County Transfer station Phase 1- Road and Utility improvements; and WHEREAS: Jacobs Engineering group has reviewed the bid's required documents; and WHEREAS: Jacobs Engineering group has confirmed that the low bidder in as licensed contractor with the Department of Labor and Industries and; WHEREAS: It has been confirmed with the Federal Government website "SAM" (System for Award Management) that the contractor has not been debarred or suspended from with the Federal Government; and NOW, THEREFORE, BE IT RESOLVED: the Board of County Commissioners, in the best interest of the public, and having considered the review documents copies of which are attached hereto and incorporated by reference, hereby awards the bid for the Kittitas County Transfer station Phase 1- Road and Utility improvements to Belsaas and Smith Construction Inc. NE, Ste. 61 Albuquerque, NM 87109 United States T +1.505.884.5600 www.jacobs.com Re: Recommendation of Award Kittitas County Transfer Station Phase 1 — Roadway and Utility Construction Dear Ms. Stacey, Bids were accepted electronically and opened for the above -referenced project on Tuesday, April 6, 2021, at 9:30 a.m. The following bids were received: Belsaas & Smith Construction, Inc. $2,467,381.70 Pacific Civil and Infrastructure, Inc. $2,878,740.43 Granite Construction, Inc. $2,929,364.96 The bid forms for all three bidders were reviewed and checked for correct quantities, unit prices, and extended (total) prices for each bid item. A tabulation of the reviewed bids and the Engineer's cost estimate are attached. No mathematical errors were identified in the bid proposals. Any and all items that had a unit cost that exceeded the engineer's estimate by 15% or more have been verified that the quantity presented in the engineer's estimate is correct. We are confident that these quantities are appropriate. Therefore, we believe that the bid is balanced and acceptable. The apparent low bidder for the project is Belsaas & Smith Construction, Inc. We have carefully reviewed the documents, as follows: The Bid Proposal was signed by Russ Belsaas, President, and Brandon Drexler, Vice President, individuals duly authorized to bind the company. Belsaas & Smith Constructors, Inc. is a licensed contractor in the State of Washington, License No. BELSASC0330H, with an expiration date of July 24, 2022. We have verified this information with Washington State Department of Labor & Industries (https://Lni.wa.gov) and a printed copy of the search results is included herewith. TO AWARD THE BID FOR DATA CENTER VIRTUALIZATION AND TO AUTHORIZE THE CHAIRMAN'S SIGNATURE ON THE LEASE AGREEMENT AND THE STATEMENT OF WORK WHEREAS: A Request for Proposal for Data Center Virtualization (KCIS 12-1) was approved by the Kittitas County Board of Commissioners on 2/ 7/2012; and WHEREAS: A Notice of Call for Bids for the Request for Proposal was published in the Daily Record on 2/9/2012; and WHEREAS: Sealed bids were opened 3/6/2012 at Sam in the Kittitas County Courthouse. Three bids had been received. Two were deemed responsive; and WHEREAS: The Information Technology Department, having met with the two responsive vendors, recommends that the responsible bid from IVOXY Consulting LLC of Kirkland, WA be accepted as the lowest bidder to meet specifications; and WHEREAS: IVOXY Consulting LLC has provided Kittitas County with a Statement of Work that contains the project scope, terms and conditions, and negotiated rates, and the Information Technology Department has reviewed and accepts the Statement of Work; and WHEREAS: In order to facilitate the acquisition of certain equipment for the purpose of Support of County functions for use by the Kittitas County and to pay the cost thereof, it is necessary and desirable for Kittitas County to enter into a Lease/Purchase Agreement with NetApp, Inc. dba NetApp Capital Solutions. NOW, THEREFORE, BE IT RESOLVED the Board of County Commissioners, in the best interest of the public, hereby awards the bid for data center virtualization to IVOXY Consulting LLC conditioned upon the terms and conditions specified in the proposal and statement of work submitted by said bidder. BE IT FURTHER RESOLVED the Board of County Commissioners, in the best interest of the public, hereby approves the Lease/Purchase Agreement with NetApp, Inc. dba NetApp Capital Solutions, provided the maximum aggregate principal portion of rental payments under the Lease will not exceed $229,982.75 and the interest portions of rental payments will be calculated at a per annum rate not to exceed 3.33%. ,jacobs. The result of this investigation shall be reported in this recommendation of award letter and printed copies of the search results are included herewith. Along with the signed Bid Proposal form, Belsaas & Smith Construction, Inc. submitted the following: • Bid Bond in the amount of 5% of the Bid with Power of Attorney. The surety for the Bid Bond is Travelers Casualty and Surety Company of America, who is listed on Federal Circular 570 (NAIC #19038) and licensed to do business in the State of Washington to an underwriter's limit of $670,641,000. We have verified this information with the U. S.
