APRIL 7, 2021 Board members present via WebEx: Chairman Brett Wachsmith and Commissioner Cory Wright. Excused Vice-Chairman Laura Osiadacz. Kittitas County is currently in Phase 3 of the “Healthy Washington – Roadmap to Recovery” and in person participation is allowed however, we are currently unable to meet the regulations required Per Governor Inslee’s Proclamation and the public was encouraged to join the meeting by joining a WebEx event online. CALL TO ORDER Chairman Wachsmith called the meeting to order. PLEDGE OF ALLEGIENCE Chairman Wachsmith led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES – NONE PROCLAMATIONS PROCLAMATION CHILD ABUSE PREVENTION MONTH COMMISSIONERS Commissioner Wright moved to approve a Proclamation declaring April 2021 as for Child Abuse Prevention Month in Kittitas County. Chairman Wachsmith seconded. Motion carried 2-0. AWARDS & RECOGNITIONS - NONE 04/07/2021 MINUTES 2 APPROVAL OF AGENDA Commissioner Wright moved to approve the Agenda, as amended by moving Consent Item T to Board Discussion & Decision. Chairman Wachsmith seconded. Motion carried 2-0. CONSENT AGENDA The Agenda Study Session had been cancelled for Monday April 5, 2021, and due to a lack of quorum on Tuesday April 6, 2021 the Agenda Session had been continued to Wednesday April 7, 2021 at 10:00 a.m. and therefore the Board would be reviewing all items individually prior to making any motions. At the conclusion of reviewing each item Commissioner Wright moved to approve the Agenda, as amended, noting Consent Item T had been moved to Board Discussion & Decision. Chairman Wachsmith seconded. AMENDMENT CITY OF CLE ELUM COMMISSIONERS Approve Amendment No. 1 to Contract LT-SS-002-Cle Elum Data Collection & Park Upgrades between the City of Cle Elum and Kittitas County, changing 04/07/2021 MINUTES 3 the timeframe of work done from the 2020 tourism season to the 2021-2022 tourism seasons. NOTICE OF FUNDS AVAILABLITY HAHC COMMISSIONERS Approve a Notice of Funds Availability (NOFA) to accept grant applications to address local homelessness and affordable housing priorities, to be accepted until May 14, 2021 at 4:00 p.m., and to authorize the Clerk to publish said notice. AGREEMENT DEPARTMENT OF ECOLOGY SOLID WASTE Approve Agreement No. OTGP-2021-KiCoSW-00050 a One Time Grant Program Agreement between the State of Washington Department of Ecology and Kittitas County Solid Waste, in the amount of $40,000.00 to perform a Feasibility Study into Secondary Recycling Markets from February 15, 2021 through June 30, 2021. CHANGE ORDER RIVERS EDGE ENVIRONMENTAL SERVICES SOLID WASTE Approve Change Order #2 with Rivers Edge Environmental Services in the amount of $60,028.56 to remove Units 13, 42, 43, 57 at the Shady Brook Mobile Home Park. CALL FOR BIDS BOWLING ALLEY PROPERTY SOLID WASTE Approve a Call for Bids for the Bowling Alley Properties Lease/Redevelopment RFP, to be accepted until April 30, 2021 at 4:00 p.m. in the Kittitas County Commissioners Auditorium 205 West 5th Street Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2021-049 UNCOLLECTIBLE DEBTS 2012-2014 SHERIFF Approve Resolution No. 2021-049, Authorizing the Write-Off of Uncollectible Debts Totaling $1,315.00 Payable to the Kittitas County Sheriff’s Office for the years 2012-2014. RESOLUTION 2021-050 UNCOLLECTIBLE DEBTS 2002 – 2014 SHERIFF Approve Resolution No. 2021-050, Authorizing the Write-Off of Uncollectible Debts from Jail Medical Costs totaling $627,763.79, Payable to the Kittitas County Sheriff’s Office from January 1, 2002 to December 31, 2014. RESOLUTION 2021-051 KVH WORKPLACE HEALTH MEDICINE SHERIFF Approve Resolution No. 2021-051, Authorizing an Occupational Medicine Services Agreement between KVH Workplace Health Medicine and Kittitas County Sheriff’s Office to conduct pre-employment and other 04/07/2021 MINUTES 4 examinations. RESOLUTION 2021-052 FCS GROUP CDS Approve Resolution No. 2021-052, Amending the Service Fees by Community Development Services Charged for Building and Land Use Services. AGREEMENT 509 FACILITY SERVICES PUBLIC HEALTH Approve a Professional Services Agreement Renewal between Kittitas County and 509 Facility Services, to provide professional decontamination of spaces previously occupied by individuals under isolation or quarantine orders from April 14, 2021 through May 14, 2021. AGREEMENT FISH COMMUNITY FOOD BANK – RENEWAL 6 PUBLIC HEALTH Approve a Professional Services Agreement – Renewal 6 between Kittitas County and FISH Community Food Bank, to provide In-Home Services including grocery and/or prepared meal delivery to individuals under isolation or quarantine order at their place of residence from March 25, 2021 through April 25, 2021. SET PUBLIC HEARING WEBB – FRANCHISE APPLICATION PUBLIC WORKS Approve Setting a Public Hearing for May 4, 2021 at 2:00 p.m. to consider a Franchise Application by Matt & Jessica Webb along Badger Pocket Road located in Section 36, Township 17 North, Range 18 East, W.M., and to authorize the Clerk to publish said notice. REQUEST TO APPROVE A RESOLUTION TO AUTHORIZE YEAR-AROUND RESTRICTION OF HEAVY TRUCK TRAFFIC AS DEFINED IN RESOLUTION 2018-076 – ITEM MOVED TO BOARD DISCUSSION & DECISION. RESOLUTION 2021-053 COUNTY ROAD ADMINISTRATION BOARD PUBLIC WORKS Approve Resolution No. 2021-053, Authorizing the Chairman’s Signature on the Digital Submittal Certification to the County Road Administration Board for 2020 Road Fund Expenditures. RESOLUTION 2021-054 VANTAGE HIGHWAY PROJECT PUBLIC WORKS Approve Resolution No. 2021-054, Authorizing the Chairman’s Signature on the Local Agency Federal Aid Project Prospectus Construction Phase for the Vantage Highway Project, CRP 298-19. REQUEST FOR PROPOSALS BRIDGE MAINTENANCE REPAIRS PUBLIC WORKS Approve a Request for Proposals for Bridge Maintenance Repairs for 2021- 2023, to be accepted until April 23, 2021 at 5:00 p.m. at the Kittitas County Public Works Office 411 North Ruby Suite 1, Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2021-055 GINKO STATE PARKS PARKING LOT PUBLIC WORKS Approve Resolution No. 2021-055, Authorizing the Chairman’s Signature on an Interlocal Agreement between Kittitas County and Washington State Parks for Ginko State Park Parking Lot Improvements. RESOLUTION 2021-056 OFFICIAL COUNTY NEWSPAPER – TRIBUNE COMMISSIONERS Approve Resolution No. 2021-056, Awarding a Contract for the Official County Newspaper to the Northern Kittitas County Tribune, beginning July 04/07/2021 MINUTES 6 1, 2021 through June 30, 2022. AGREEMENT CANDY POWERS – INDIGENT DEFENSE SERVICES SUPERIOR COURT Approve an Addendum to Agreement between Kittitas County and the Superior Court of Washington and Candy K. Powers, to provide Indigent Defense Services for 2021, beginning March 1, 2021 through December 31, 2021. AGREEMENT MARGIE ALUMBAUGH – INDIGENT DEFENSE SERVICES SUPERIOR COURT Approve an Addendum to Agreement between Kittitas County and the Superior Court of Washington and Margie Alumbaugh, to provide Indigent Defense Services for 2021, beginning March 1, 2021 through December 31, 2021. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS – NONE BOARD DISCUSSION/DECISION ITEMS RESOLUTION YEAR-AROUND HEAVY TRUCK TRAFFIC PUBLIC WORKS Commissioner Wright moved to not take action on the proposed Resolution; remand it back to Staff; request data on traffic use to be taken over a year; and bring it back to the Board at a later date. Chairman Wachsmith seconded. Motion carried 2—0. MISCELLANEOUS - NONE EXECUTIVE SESSION At 2:18 p.m. Chairman Wachsmith announced the Board would recess into Executive Session with Dan Carlson, CDS Director; Mike Flory, Building Official; Neil Caulkins, Deputy Prosecutor; Toni Berkshire, Code Enforcement Officer; Mark Cook, Public Works Director; Ken Grannan, Airport Director; and Patti Johnson, Solid Waste Director/Project Manager; for 15 minutes to evaluate the qualifications of an applicant for public employment or to review the performance of a public employee. However, subject to RCW 42.30.140 (4), discussion by a governing body of salaries, wages, and other conditions of employment to be generally applied within the agency shall occur in a meeting open to the public, and when a governing body elects to take final action hiring, setting the salary of an individual employee or class of employees, or discharging or disciplining an employee, that action shall be taken in a meeting open to the public. No action was anticipated. 04/07/2021 MINUTES 7 At 2:33 p.m. the Board reconvened out of Executive Session. No action was taken.
