04/02/2021 MINUTES 1 <br /> <br /> <br /> COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING FRIDAY 9:00 A.M. APRIL 2, 2021 <br />Board members present: Vice-Chairman Laura Osiadacz & Commissioner Cory <br />Wright. <br />Absent: Chairman Brett Wachsmith. <br /> <br />Others: Taylor Crouch, Administrative Assistant; Ken Grannan, Airport <br />Operations Director; Neil Caulkins, Chief Civil Deputy and one member of <br />the public. <br /> SPECIAL MEETING AIRPORT DIRECTOR UPDATE AIRPORT <br /> <br />At 9:00 a.m. Vice-Chairman Osiadacz opened a Special Meeting to meet <br />with the Director of Airport Operations. <br />The Board continued discission with Director Grannan from March 18th, <br />2021 during their Special Meeting. Director Grannan went through the <br />lease section by section. He gave the Airport Advisory Committee’s <br />(AAC)recommendation, as well as his recommendation for each section. The <br />Board was able to ask questions and get clarification on items as <br />needed. Deputy Caulkins was able to answer legal questions the Board <br />had. The Board made advisory decisions for all sections except for <br />section 7.4, which still needed some discussion and input from the AAC. <br /> <br />Director Grannan will compile all the suggestions from today’s meeting <br />and bring it back for final Board approval at the next Airport Study <br />Session. <br /> OTHER BUSINESS <br /> <br />Director Grannan updated the Board on the FAA’s recommendation for <br />leases longer than 50 years. Director Grannan had not received a <br />response in writing yet but after speaking with a Compliance Manager <br />from the FAA leases above 50 years are not recommended under the current <br />best practices. <br /> <br />Director Grannan also updated the Board on a purchase for equipment that <br />is currently being worked out with Spokane Regional Airport. The <br />equipment would be a rotating high-speed broom and a snow blower. The <br />price placed on these items saved the Airport over $200,000.
