COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

REGULAR MEETING
MONDAY 9:00 A.M. MARCH 29, 2021
Board members present: Commissioner Cory Wright and Vice-Chairman
Laura Osiadacz. Excused: Chairman Brett Wachsmith.
Others: Mandy Buchholz, Administrative Supervisor; Julie Kjorsvik,
Clerk of the Board; Taylor Crouch, Administrative Assistant; Chris
Horner, Deputy Prosecutor; and Clay Myers, Sheriff.
SPECIAL MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Vice-Chairman Osiadacz opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending March 26, 2021. The Board discussed the Letter from TUUSSO
Energy Re: Columbia Solar Project and the timeline to appoint a
citizen from Kittitas County. They determined that they would have
Dan Carlson, CDS Director bring it forward at a CDS Study Session,
for further discussion.
APPOINTMENT HOUSING AUTHORITY OF KC COMMISSIONERS
Commissioner Wright moved to approve the reappointment of John
Littel to the Kittitas County Housing Authority Board for a 5 year
term effective immediately and expiring on April 6, 2026. Vice-
Chairman Osiadacz seconded. Motion carried 2-0.
APPOINTMENT WATER CONSERVANCY COMMISSIONERS
Commissioner Wright moved to approve the reappointment of Mark
Crowley to the Kittitas County Water Conservancy Board for a 6 year

term effective immediately and expiring on April 5, 2027. Vice-
Chairman Osiadacz seconded. Motion carried 2-0.
EXECUTIVE SESSION SHERIFF
At 9:11 a.m. Vice-Chairman Osiadacz announced the Board would recess
into Executive Session for 5 minutes, with Clay Myers, Sheriff &
Chris Horner, Deputy Prosecutor to discuss with legal counsel
representing the agency matters relating to agency enforcement
actions, or to discuss with legal counsel representing the agency
litigation or potential litigation to which the agency, the
governing body, or a member acting in an official capacity is, or is
likely to become, a party, when public knowledge regarding the
discussion is likely to result in an adverse legal or financial
consequence to the agency. No action anticipated.
At 9:16 a.m. the Board reconvened out of Executive Session. No
action taken.
At 9:16 a.m. Vice-Chairman Osiadacz announced the Board would recess
back into Executive Session for 15 minutes, to evaluate the
qualifications of an applicant for public employment or to review
the performance of a public employee. However, subject to RCW
42.30.140(4), discussion by a governing body of salaries, wages, and
other conditions of employment to be generally applied within the
agency shall occur in a meeting open to the public, and when a
governing body elects to take final action hiring, setting the
salary of an individual employee or class of employees, or
discharging or disciplining an employee, that action shall be taken
in a meeting open to the public. No action was anticipated.
At 9:31 a.m. the Board reconvened out of Executive Session. No
action taken.

Direction was given to staff to work with the Risk Pool and continue
with negotiations.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. The assignments for 2021 were
determined at the Board of County Commissioners Office Admin meeting
on 1-11-2021.
Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of March 29, 2021 they would post
a Thank You to all the partners who helped and supported the Board
in sending a letter to the Governor asking him to consider 3ft
instead of 6ft social distancing in schools and an Updated Airport
Video.
OTHER BUSINESS/GENERAL UPDATES
There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
