COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

SPECIAL MEETING
THURSDAY 9:00 A.M. MARCH 18, 2021
Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura
Osiadacz & Commissioner Cory Wright.
Others: Mandy Buchholz, Administrative Supervisor; Lisa Young, Human
Resource Director; Judy Pless, Budget & Finance Manager; Chris Horner,
Deputy Prosecutor; Ken Grannan, Airport Operations Director and two
members of the public.
SPECIAL MEETING AIRPORT DIRECTOR BRIEFING COMMISSIONERS
At 9:00 a.m. Chairman Wachsmith opened a Special Meeting to meet with
the Director of Airport Operations.
JOB DESCRIPTIONS ADMIN ASST./OPERATIONS TECH COMMISSIONERS
Ken Grannan, Airport Operations Director presented two job descriptions,
an org chart and pay scales for the Board to consider. He explained that
one is modified from what was the former Operations Manager position now
to be called an Airport Operations Technician and then a new position
for the office an Administrative Assistant. He stated that the
Administrative Assistant would be an 80% FTE but that he would like to
revisit it in one to two years and possibly make the position full-time
if it’s needed.
The Board had brief discussion on budget impacts and funding options.
The Board approved the requests as presented for both positions.
EXECUTIVE SESSION COMMISSIONERS
At 9:31 a.m. Chairman Wachsmith announced the Board recessed into
Executive Session for 5 minutes, with Ken Grannan, Lisa Young, & Chris
Horner to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to discuss with legal counsel
representing the agency litigation or potential litigation to which the
agency, the governing body, or a member acting in an official capacity
is, or is likely to become, a party, when public knowledge regarding the

discussion is likely to result in an adverse legal or financial
consequence to the agency. Possible action anticipated.
At 9:36 a.m. the Board reconvened out of Executive Session. Direction
was given to staff to work with insurance.
DISCUSSION LEASE POLICY CHANGES-AIRPORT COMMISSIONERS
The Board continued discission with Director Grannan from March 16th,
2021 during their regular Agenda Session. They made progress on the
following: 1.1, 1.4 both recommendations stated in the document were
agreed upon. 1.3 the Board gave direction on one year t-hanger leases
and 1.2 the Board agreed with the airport director recommendation. 2.1
they supported .16 cents aeronautical and .14 cents for non-
aeronautical. 2.2 and 2.3 the Board agreed with the recommendation.
Due to time and a 10:00 a.m. Board of Health Meeting, Director Grannan
was directed to set up another Special Meeting with the Board in the
next week or two.
The meeting was adjourned at 9:54 a.m.
