RESOLUTION NO. 2O2I - O + b
AUTHORIZING THE CHAIR'S SIGNATURE ON AMENDMENT NO. 1 TO JACOBS
ENGINEERING GROUP TASK ORDER NO. 3 _ SPRING CREEK RESTORATION
PLAN
WHEREAS: Public Works has a Task Order contract with Jacobs Engineering Group creating
a restoration plan for Spring Creek pursuant to the Director of Public Works
contact authorization authority; and
WHEREAS: The restoration effort for Spring Creek is being funded by the Habitat
Subcommittee of the Yakima Integrated Planning effort; and
WHEREAS: Staff believes implementation of the restoration plan is best executed using a
competitive bidding process and bid preparation is being offered by Jacobs
Engineering Group as an amendment to their design Task Order; and
WHEREAS: The additional $20,711 needed to produce the bid package requires Board of
County Commission authorization,
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize the Chairman's signature on Jacobs Engineering
Group Amendment No. 1 to Task Order No. 3 increasing the amount of the Task Order from
$46,691 to $67,402.

Location of Project Kittitas County; Spring Creek Property
Project Titte: Spring Creek Restoration Plan
Schedule: This Task Order Amendment extends the project schedule through December
31,2021.
Description of Work This Task Order Amendment is provided to Kittitas County at their
request. Summary of amended items, by Task, is provided below:
Task 1.O: Project Management
Scope items remain unchanged. Add budget to extend project management activities
through 2021.
Task 2.0: Agency and Stakeholder Coordination
No change to this Task.

Task 3.0: Baseline Data Collection and Reporting
No change to this Task.
Task 4.O: Restoration Plan Devetopment
This task amendment inctudes additionaI effort for providing weed management
recommendations for 30 acres, coordinating with the County for several riparian
restoration options for up to 18 acres, and extrapotation of etevation data from GIS to
inform planting zones based on lack of survey data. The project was origina[ly scoped for
work to focus within 100-ft buffer of the creek (approx. 15 acres).
Task 5.0: Permitting and Documentation
Recent Department of Ecotogy guidance requires additional effort for notifications and
submittaI of the JARPA package.
Task 6.O: Ptanting Support
Jacobs added hours to assist the County in the field during both culvert removats and
restoration ptanting efforts.
Task 7.O: RFP Support
New task to provide bid package materials in support of County procurement processes
specific to contractor-delivered restoration actions. The bid package wi[[ include planting
specifications for restoration site, plant patette and quantity, any speciaI requirements
retated to plant establishment, and optionaI bid items to inctude fencing and irrigation.
Deliverables:
1) Procurement bid documents
Assumptions:
1) 40 hours of fietd work is inctuded in this amendment to assist the County with
planting efforts.
2) Prior Assumptions remain in effect.
Amended Cost Estimate: $67,851 (611 hours)
