COMMISSIONERS’ MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />WEBEX <br />REGULAR MEETING <br />HR STUDY SESSION <br /> <br />TUESDAY 10:00 AM 3/9/2021 <br /> <br />Board members present: Brett Wachsmith, Laura Osiadacz <br />Others: Ken Grannan, Elishia Harvill, Jodi Hammond, Christopher Horner, Lisa Young, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />EXECUTIVE SESSION – RCW 42.30.110(1)(i) TO DISCUSS WITH LEGAL COUNSEL REPRESENTING THE <br />AGENCY MATTERS RELATING TO AGENCY ENFORCEMENT ACTIONS, OR TO DISCUSS WITH LEGAL <br />COUNSEL REPRESENTING THE AGENCY LITIGATION OR POTENTIAL LITIGATION TO WHICH THE <br />AGENCY, THE GOVERNING BODY, OR A MEMBER ACTING IN AN OFFICIAL CAPACITY IS, OR IS LIKELY TO <br />BECOME, A PARTY, WHEN PUBLIC KNOWLEDGE REGARDING THE DISCUSSION IS LIKELY TO RESULT IN <br />AN ADVERSE LEGAL OR FINANICAL CONSEQUENCE TO THE AGENCY. <br />The Board entered executive session at 10:01 AM to discuss potential litigation for an anticipated length <br />of five minutes. Anticipated action: none. The Board exited executive session at 10:06 AM with no <br />action taken. <br />STAFFING REQUEST – RULE 9 INTERN/PROSECUTOR’S OFFICE <br />HR Director Young presented a request from the Prosecutor’s Office to recreate a Rule 9 Intern position <br />within their office. She explained that the position allows licensed legal interns to gain experience in <br />preparation for becoming an attorney. The Prosecutor’s Office has an employee who is eligible to move <br />into a Rule 9 Intern position. Director Young also noted that the Prosecutor’s Office has an unfunded <br />Deputy Prosecutor position which the internal employee may be able to move into in the future. Chief <br />Administrator Harvill noted that she has taken back many of the administrative duties performed by the <br />employee so that she can transition into the role of a Rule 9 Intern. Commissioners Wachsmith and <br />Osiadacz directed the Prosecutor’s Office to move forward with moving their employee into a Rule 9 <br />Intern position. <br />REQUEST CHAIR SIGNATURE ON AMENDED OSHA 300A <br />Director Young requested Chairman signature on an amended 2020 OSHA 300A. She summarized that <br />the OSHA 300A is an annual document summarizing the previous year’s recordable workplace injuries. <br />The 2020 OSHA 300A was signed in January, however, an error was discovered in the reported numbers. <br />Director Young explained that due to a new reporting process some items were counted twice by
