COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING
TUESDAY 2:00 P.M. MARCH 2, 2021
Board members present via WebEx: Chairman Brett Wachsmith and
Commissioner Cory Wright. Excused: Vice-Chairman Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz,
Administrative Supervisor; Mike Flory, Building Official; Neil
Caulkins, Deputy Prosecutor; Dan Carlson, CDS Director; Steph
Mifflin, Plans Examiner; Pat Nicholson, Fire Marshall; Jeremy
Larson, Plans Examiner; Toni Berkshire, Code Enforcement Officer;
Kathy Boots, Permit Tech. and 5 members of the public.
This meeting was provided to the public via WebEx and they were
previously notified on the Agenda as to where they could access and
provide public comments.
PUBLIC HEARING AMENDMENTS TO COUNTY CODE CDS
At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider
Amending Kittitas County Code Chapter 14.04 and Title 20 to adopt
the 2018 International Building Codes with Washington State
Amendments and referenced standards and to consider amending
Kittitas County Code Title 18 to correct grammatical and scrivener
errors.
DAN CARLSON, CDS DIRECTOR reviewed a Staff Report on proposed
changes to Kittitas County Code Chapter 14, 18, and 20 for adoption
of the 2018 ICC Codes with Washington State Amendments. He noted
the Central Washington Home Builders were notified of the hearing
date. He recommended approval of the proposed amendments. MIKE FLORY, BUILDING OFFICIAL reviewed the proposed amendments and
answered questions from the Board of County Commissioners.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. ORDINANCE 2021-003 AMENDMENTS TO COUNTY CODE CDS COMMISSIONER WRIGHT moved to approve Ordinance No. 2021-003 with the
following amendments: amend Kittitas County Code Chapter
14.04.010(4)(a) by striking VII through IX and add the following
Whereas “at said Public Hearing the Kittitas County Building
Official presented Item 30 “Conditioned Crawlspaces 2018 I-Code” as
new policy allowing conditioned crawlspaces for the purpose of

providing additional measures available to meet Washington State
2018 Energy Code Requirements”. CHAIRMAN WACHSMITH seconded.
The Board thanked Staff for their review and work on the project.
Motion carried 2-0.
The meeting was adjourned at 3:07 p.m.
