MARCH 2, 2021 Board members present via WebEx: Chairman Brett Wachsmith and Commissioner Cory Wright. Excused: Vice-Chairman Laura Osiadacz. Others via WebEx: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Administrative Supervisor; Mark Cook, Public Works Director; Chelsey Loeffers, Health Promotions Supervisor; Darren Higashiyama, Chief Deputy; Dan Carlson, CDS Director; Mike Flory, Building Official; Patti Stacey, Solid Waste Director/Interim Maintenance Director/Project Manager; Ben Kokjer, Chief Deputy; Judy Pless, Budget & Finance Manager; Sadie Thayer, and 7 members of the public. Kittitas County is currently in Phase 2 of the “Healthy Washington – Roadmap to Recovery” and in person participation is allowed however, we are currently unable to meet the regulations required Per Governor Inslee’s Proclamation 20-28 et seq. they public was encouraged to join the meeting by joining a WebEx event online. CALL TO ORDER Chairman Wachsmith called the meeting to order. PLEDGE OF ALLEGIENCE Chairman Wachsmith led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES – NONE PROCLAMATIONS – NONE AWARDS & RECOGNITIONS - NONE APPROVAL OF AGENDA Commissioner Wright moved to approve the Agenda, as presented. Chairman Wachsmith seconded. Motion carried 2-0. CONSENT AGENDA The Agenda Study Session had been cancelled for Monday March 1, 2021, and therefore the Board would be reviewing all items individually prior 03/02/2021 MINUTES 2 to making any motions. At the conclusion of reviewing each item Commissioner Wright moved to approve the Agenda, as presented. Chairman Wachsmith seconded. Motion carried 2-0. AGREEMENT HDR ENGINEERING, INC. SOLID WASTE Approve an Agreement between Kittitas County and HDR Engineering, Inc. in an amount not to exceed $34,500.00 to conduct a feasibility study on secondary recycling markets with an eye towards a regional, comprehensive action plan. SET PUBLIC HEARING CDS PERMIT & PLANNING FEE SCHEDULE CDS Approve Setting a Public Hearing to consider the 2021 Community Development Services Building Permit and Planning Fee Schedule, to be held on March 16, 2021 at 2:00 p.m. and to authorize the Clerk to publish said notice. RESOLUTION 2021-027 DEPT. OF THE ARMY SHERIFF Approve Resolution No. 2021-027, Authorizing a License between the Department of the Army, Yakima Training Center Military Installation, and Yakima and Kittitas Counties for the use of lands as the Yakima Training Center Military Reservation for law enforcement training, from August 1, 2020 through July 31, 2021. AGREEMENT WA STATE MILITARY DEPARTMENT SHERIFF Acknowledge Grant Agreement No. E21-152 between the Washington State Military Department and the Kittitas County Sheriff’s Office in the amount of $27,896.00 to support and enhance Emergency Management Performance from June 1, 2021 through August 31, 2021. RESOLUTION 2021-028 PUBLIC HEALTH SIMPLIFIED INDIRECT COST AUDITOR Approve Resolution No. 2021-028, Adopting the Kittitas County Public Health Department Simplified Indirect Cost Allocation Plan for the Year Ended December 31, 2019. RESOLUTION 2021-029 CENTRAL SERVICES SIMPLIFIED INDIRECT COST AUDITOR Approve Resolution No. 2021-029, Adopting Central Services Simplified Indirect Cost Allocation Plan for Year Ended December 31, 2019. RESOLUTION 2021-030 CDBG CORONAVIRUS PROGRAM AUDITOR Approve Resolution No. 2021-030, Authorizing an Interagency Agreement with Washington State Department of Commerce for Community Development Block Grant – Coronavirus (CDBG-CV-1) Program Contract #20-6221C-115. AGREEMENT 509 FACILITY SERVICES PUBLIC HEALTH Approve a Professional Services Agreement Renewal between Kittitas County and 509 Facility Services to provide decontamination of spaces previously occupied by individuals under isolation or quarantine orders from January 14, 2021 through February 14, 2021. ORDINANCE 2021-004 STOP & YIELD ROADS PUBLIC WORKS Approve Ordinance No. 2021-004, Amending Kittitas County Code Title 10, reflecting changes to the County Road System resulting from the City of Ellensburg annexation actions pursuant to City Ordinance 4847. 03/02/2021 MINUTES 5 SET PUBLIC HEARING BLUESPAN WIRELESS LLC PUBLIC WORKS Approve Setting a Public Hearing to consider a Franchise Application by Bluespan Wireless, LLC for County wide Telecommunications Franchise, to be held on April 6, 2021 at 2:00 p.m. and to authorize the Clerk to publish said notice. RESOLUTION 2021-032 MAINTENANCE ROCK MATERIALS PUBLIC WORKS Approve Resolution No. 2021-032, Awarding a Bid to Ellensburg Cement Products, Inc. for Schedules “A”, “B”, and “C”, to Furnish Maintenance Rock Materials for One Calendar Year Following Contract Execution and to authorize the Public Works Director to sign Contract documents. SET PUBLIC HEARING INCREASE IN SALES TAX 1/10TH OF 1% COMMISSIONERS Approve Setting a Public Hearing to consider a 1/10th of 1% increase in Sales & Use Tax as Authorized by RCW 82.14.460(Sales & Use Tax for Chemical Dependency or Mental Health Treatment Services or Therapeutic Courts), to be held on April 14, 2021 at 6:00 p.m. in the Kittitas Valley Event Center, Armory Building, 901 E. 7th Ave. Ellensburg, WA and to authorize the Clerk to publish said notice.
