CDS STUDY SESSION MINUTES

Regular Meeting
MONDAY 1:30 PM February 22, 2021
Board members present via WebEx: Chairman Brett Wachsmith and
Commissioner Cory Wright.
Others via WebEx: Dan Carlson, Mike Flory, Bridget Pechtel,
Jeremy Johnston, and Jessica Miller Community Development
Services; Mark Cook, Arden Thomas, Darren Case, Joshua
Fredrickson, Nicole Ogan, Rebecca Cruse and Candie Leader,
Public Works; Neil Caulkins, Prosecuting Attorney; and three (3)
members of the public.
At 1:30 pm Chairman Wachsmith opened the Community Development
Services Study Session.
2018 ENERGY CODE ALTERNATIVE CREDITS
CDS Building Official Mike Flory presented examples of the
energy code and how to get to six (6) credits, instead of three
and a half (3 %) that was required on the last code cycle.
OVERVIEW OF PROPOSED PERIODIC UPDATE AMENDMENTS TO THE SHORELINE
MASTER PROGRAM
CDS Long Range Planner Bridget Pechtel presented an overview of
the proposed periodic amendments and changes to the Shoreline
Master Program. The Planning Commission just held the joint
public hearing with the Department of Ecology. CDS is currently
working on the initial draft for the initial determination by
Ecology, which should be completed by the end of the month. The
Department of Ecology will then have a 30 -day time period to
review it. The Department of Ecology's initial determination of
our amendments and the Planning Commissioner's recommendation
will be brought before the Board of County Commissioners in May
for a public hearing. The deadline for completion is June 30th.
The Board of County Commissioners requested SMP PowerPoint be
provided to them prior to the public hearing.
