ACTION REQUESTED:
Approve Resolution authorizing approval of contract number 20-
6221C-115 between the Washington State Department of Commerce,
Local Government Division – CDBG-Coronavirus (CDBG-CV-1)
period March 27, 2020 through January 31, 2023 in the amount of
$292,364
BACKGROUND:
On September 1, 2020 at 2:01 pm the Board of County
Commissioners conducted a public hearing reviewing the proposed
grant application. The minutes of the Public Hearing stated;
Chairman Wachsmith opened a public hearing to review community
development and housing needs, inform availability of funds and
eligible uses of the State Community Development Block Grant
(CDBG) and receive comments on proposed activities, particularly
from lower income person residing in the Kittitas County area.
Cathy Bambrick, Infuse Strategy, LLC reviewed a proposed grant
application to obtain funds for the Community Development Block
Grant. She indicated there was up to $292,365.00 is available to
Kittitas County as a consortium with all cities applying to fund CDBG
public services and local microenterprise assistance programs; rental
and mortgage assistance and daycare expenses for people who have
lost income due to COVID-19 impacts. A11 CDBG funded activities
must benefit low-and moderate-income persons or meet the CDBG
urgent need national objective criteria.
The application submitted was for $292,364 with the program
allocation as shown below:
Kittitas County has been awarded the Community Development
Block Grant Program – CDBG-Coronavirus (CDBG-CV1) in the
amount of $292,364.
The Department of Commerce has provided Contract Number 20-
6221C-115 for the Board of County Commissioners consideration
with the start date of March 27, 2020 and an end date of January 31,
2023. There were not any funds allocated in the application for the
County for grant administration costs. County Staff will be recording
their time to this project but will be funded from the General Fund.
As part of this grant a Determination of Exemption & Determination
of Categorical Exclusion for NEPA form, needs to be signed and sent
in with the contract. This form was prepared and signed by Judy
Pless, Budget & Finance Manager, but needs the Chairman’s
signature as well.
As of this date, I have not received any confirmation of which agency
is supposed to be receiving these funds. Once that is determined the
sub-recipient contracts will be presented to the Board for approval.
RECOMMENDATION:
Approve Resolution authorizing approval of contract number 20-
6221C-115 between the Washington State Department of Commerce,
Local Government Division – CDBG-Coronavirus (CDBG-CV-1)
period March 27, 2020 through January 31, 2023 in the amount of
$292,364. Authorize the Chairman to sign the Contract #20-6221C-
115 and sign the Determination of Categorical Exclusion for the
Environmental Review Requirements form
HANDLING: Judy Pless will submit 2 originals to Department of
Commerce for signature.
Department of Commerce to return 1 fully executed original.
