AGENDA DATE: March 2, 2021
ACTION REQUESTED: Set a Public Hearing for April 6, 2021 at 2:00 pm to
consider a county wide Telecommunications Franchise
with Bluespan Wireless, LLC.
BACKGROUND: Public Works received an application from Bluespan
Wireless, LLC for a county wide telecommunications
franchise on November 30, 2020. After staff researched
the request, it was discovered that Bluespan Wireless, LLC
had purchased a previous utility that serviced the
Snoqualmie Pass area and that franchise had expired some
time ago.
Bluespan Wireless, LLC is requesting a new franchise to
continue servicing existing customers and service new
customers beyond the Snoqalmie Pass area as needed.
Public Works has recently worked with the Prosecuting
Attorney's Office to update all franchise agreements
updating the liability clause. In addition, this franchise
requires remediation action burying exposed
telecommunication lines within Hyak.
The Franchise Application is complete, and the franchise
application fee was collected.
INTERACTION: Public Works.
RECOMMENDATION: Set a Public Hearing for April 6, 2021 at 2:00 pm to
consider a county wide Telecommunications Franchise
with Bluespan Wireless, LLC.
HANDLING: Return one Notice of Public Hearing to Public Works.

Kittitas Franchise Agreement Requested Information
Bluespan requests a county -wide franchise agreement for telecommunication facilities.
Currently facilities are located in the Snoqualmie Pass, Easton, and Cle Elum areas of Kittitas
County.
