COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. FEBRUARY 16, 2021
Board members present via WebEx: Chairman Brett Wachsmith; Vice-Chairman
Laura Osiadacz and Commissioner Cory Wright.
Others via WebEx: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public
Works Director; Mandy Buchholz, Administrative Supervisor; Steve
Panattoni, Jail Superintendent; Kim Dawson, Chief Administrator; Ken
Grannan, Airport Director; Kady Porterfield, Event Center Director; Ben
Kokjer, Chief Deputy; Josh Fredrickson, Engineer; Jeremy Johnston,
Planning Official; Chris Whitsett, Inspector; and Drew Sinclair, Patrol
Officer.
Kittitas County is currently in Phase 2 and in person participation is
prohibited. The public was encouraged to join the meeting by joining a
WebEx event online.
CALL TO ORDER
Chairman Wachsmith called the meeting to order.

Chairman Wachsmith led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES – NONE PROCLAMATIONS – NONE AWARDS & RECOGNITIONS CERTIFICATE GREG BANNISTER – RETIREMENT COMMISSIONERS
Vice-Chairman Osiadacz moved to approve a Certificate of Appreciation to
Greg Bannister for his dedicated service to the citizens of Kittitas
County from February 13, 1989 through February 25, 2021. Commissioner
Wright seconded. Motion carried 3-0.
APPROVAL OF AGENDA
Vice-Chairman Osiadacz moved to approve the Agenda, as presented.
Commissioner Wright seconded. Motion carried 3-0.

CONSENT AGENDA
The Agenda Study Session had been cancelled for Monday February 15,
2021, and therefore the Board would be reviewing all items individually
prior to making any motions. At the conclusion of reviewing each item
Vice-Chairman Osiadacz moved to approve the Consent Agenda, as
presented. Commissioner Wright seconded. Motion carried 3-0.

CALL FOR BIDS TENT STRUCTURES EVENT CENTER
Approve a Notice of Call for Bids for tent structures to be purchased by
the Kittitas Valley Event Center, to be accepted until February 26, 2021
at 5:00 p.m. at 901 E. 7th Avenue, Suite 1 Ellensburg, WA and to
authorize the Clerk to publish said notice.
CONTRACT STATE MILITARY DEPT. E911 FUNDS AUDITOR
Approve Amendment A to Contract No. E21-024, with the Washington State
Military Department and State Enhanced 911, in the amount of $342,736.00
for the Basic Service Operating (BSO) SFY 2021.

AGREEMENT USDA FOREST SERVICE SHERIFF
Approve Agreement Number 19-LE-11061700-009 between the U.S. Forest
Service and Kittitas County in the amount of $47,960.00, to enhance
State and law enforcement in connection with activities on National
Forest Service lands and to provide for reimbursement to the Kittitas
County Sheriff’s Office from January 1, 2021 through December 31, 2021.
RESOLUTION 2021-022 CITY OF CLE ELUM HOUSING OF INMATES SHERIFF
Approve Resolution No. 2021-022, Authorizing an Interlocal Agreement
between the City of Cle Elum, Washington and Kittitas County,
Washington, for the Housing of Inmates from January 1, 2021 to December
31, 2021.
RESOLUTION 2021-023 CITY OF ROSLYN – HOUSING OF INMATES SHERIFF
Approve Resolution No. 2021-023, Authorizing an Interlocal Agreement
between the City of Roslyn and Kittitas County, Washington, for the
Housing of Inmates from January 1, 2021 to December 31, 2021.
RESOLUTION 2021-024 CITY OF ELLENSBURG – HOUSING OF INMATES SHERIFF
Approve Resolution No. 2021-024, Authoring an Interlocal Agreement
between the City of Ellensburg and Kittitas County, Washington, for the
Housing of Inmates from January 1, 2021 through December 31, 2021.
SET PUBLIC HEARING SUNCADIA PHASE 2, DIVISION 6 NELSON RIDGE CDS
Approve Setting a Public Hearing to consider the Suncadia Phase 2,
Division 6, Nelson Ridge Preliminary Plat (LP-20-00004), to be held on
March 16, 2021 at 2:00 p.m. via WebEx, and to authorize the Clerk to
publish said notice.
SET PUBLIC HEARING SUNCADIA PHASE 2, DIVISION 1 NELSON CREEK CDS
Approve Setting a Public Hearing to consider the Suncadia Phase 2,
Division 1, Nelson Creek Preliminary Plat (LP-20-00003), and to
authorize the Clerk to publish said notice.
AGREEMENT FISH COMMUNITY FOOD BANK PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
FISH Community Food Bank to provide In-Home Services to provide grocery
and/or prepared meal delivery to individuals under isolation or
quarantine order at their place of residence for a total of two weeks
per household, from February 25, 2021 through March 25, 2021.

Approve a Mission and Vision Statement for the Kittitas County Airport
(Bowers Field) as presented by the Strategic Plan Subcommittee and AMCG.
LETTER NATIONAL COUNTY GOVERNMENT MONTH COMMISSIONERS
Approve a Letter to Teachers of children in grades K-5 in Kittitas
County, inviting their students to participate in the annual
coloring/drawing contest in recognition of National County Government
Month in April 2021, with the theme “I Love Kittitas County Because….”.
CALL FOR BIDS OFFICIAL COUNTY NEWSPAPER COMMISSIONERS
Approve a Notice of Call for Bids to serve as the Official County
Newspaper from July 1, 2021 through June 30, 2022, and to be accepted
until March 25, 2021 at 2:00 p.m. in the Kittitas County Board of
Commissioners office 205 West 5th Avenue #108 Ellensburg, WA and to
authorize the Clerk to publish said notice.
PLATFORM 2021 FEDERAL LEGISLATIVE PLATFORM COMMISSIONERS
Approve the 2021 Federal Legislative Platform for Kittitas County,
including the following priorities: Coronavirus Pandemic,
Infrastructure, Community Support & Economic Development, Public Safety
and Natural Resources. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE
CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS – NONE MISCELLANEOUS - NONE EXECUTIVE SESSION - NONE
