1/28/21 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />WEBEX <br />SPECIAL MEETING <br /> <br />THURSDAY 2:00 P.M. JANUARY 28, 2021 <br /> <br />Board members present via Webex: Chairman Brett Wachsmith; Vice- <br />Chairman Laura Osiadacz; and Commissioner Cory Wright. <br /> <br />Others via Webex: Mandy Buchholz, Deputy Clerk of the Board II; Mark <br />Larson, Public Health Officer; Chris Horner, Deputy Prosecutor; Todd <br />Davis, Noxious Weed Program Coordinator and Julie Kjorsvik Clerk of <br />the Board. <br /> <br />SPECIAL MEETING PROPOSED RESOLUTION COMMISSIONERS <br /> <br />At 2:00 p.m. Chairman Wachsmith opened a Special Meeting to consider <br />a proposed Resolution and to discuss supporting HB1355. <br /> <br />Mandy Buchholz, Deputy Clerk of the Board II stated that she had <br />been working with the Prosecutor’s Office and the Public Health <br />Office to try and get ahead of the Special Event Applications coming <br />in. She stated she had already heard from 5 Applicants and was not <br />sure what kind of direction to give them given the un-certainty of <br />the new “Healthy Washington Roadmap to Recovery” and not being able <br />to guarantee what phase we will be in week to week. She stated that <br />Deputy Horner was in attendance and would be giving the Board an <br />overview of the Resolution, he drafted. <br /> <br />Deputy Horner reviewed the Resolution and stated that the Health <br />Department has reviewed the proposed document and is supportive of <br />it. He explained that what it does is provide an outline that the <br />County will accept applications when the State and Local Health <br />Orders are lifted, plus 30 days to allow the County to process, the <br />applications. Mandy Buchholz, Deputy Clerk of the Board II reminded <br />the Board that the Special Event Application is for 100 or more <br />people attending an event where admission is charged and not for on- <br />going events. <br /> <br />Commissioner Wright asked questions of how this would affect <br />something like a farm stand store where they use this as opposed to <br />the Conditional Use Permit because of the cost involved. He stated <br />he would like more time to consider this as he feels the intent of <br />the Resolution is good for one-time events. He had concerns over <br />events that could take place in Phase one or two and doesn’t want to <br />take away their ability to have something. He stated he would like <br />to meet with Staff and work through options to bring back before the <br />Board. <br />
