COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. JANUARY 19, 2021
Board members present via WebEx: Chairman Brett Wachsmith; Vice-Chairman
Laura Osiadacz and Commissioner Cory Wright.
Others via WebEx: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public
Works Director; Ben Kokjer, Chief Deputy; Mandy Buchholz, Deputy Clerk
of the Board II; Josh Fredrickson, Engineer; Kelly Bacon, Planner I;
Chelsy Loeffers, Health Promotion Supervisor; Ken Grannan, Director of
Airport Operations; Chris Whitsett, Inspector; Steve Panattoni, Jail
Superintendent; Nicole Ogan, Environ. Transp. Planner; and 1 member of
the public.
Kittitas County is currently in Phase I and in person participation is
prohibited. The public was encouraged to join the meeting by joining a
WebEx event online.
CALL TO ORDER
Chairman Wachsmith called the meeting to order.
PLEDGE OF ALLEGIENCE
Chairman Wachsmith led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Nicole Ogan was introduced as the new Environ. Transp. Planner. PROCLAMATIONS – NONE AWARDS & RECOGNITIONS - NONE
APPROVAL OF AGENDA
Vice-Chairman Osiadacz moved to approve the Agenda, as presented.
Commissioner Wright seconded. Motion carried 3-0. CONSENT AGENDA
The Agenda Study Session had been cancelled for Monday January 18, 2021,
and therefore the Board would be reviewing all items individually prior

to making any motions. At the conclusion of reviewing each item
Vice-Chairman Osiadacz moved to approve the Agenda, as amended, noting
Consent Item K had been moved to Board Discussion & Decision.
Commissioner Wright seconded. Motion carried 3-0.

Approve Resolution No. 2021-013, A Resolution to Cancel Payroll Fund

AGREEMENT FISH COMMUNITY FOOD BANK IN-HOME PUBLIC HEALTH
Approve a Professional Services Agreement Renewal between Kittitas
County and FISH Community Food Bank for In-Home services, from January
25, 2021 to February 25, 2021.

Approve the Mylars granting final approval of the Palomino Fields

SET PUBLIC HEARING SUNCADIA WINEMAKERS CABINS CDS
Approve Setting a Public Hearing for February 16, 2021 at 2:00 p.m. via
WebEx, to consider Suncadia Winemakers Cabin (LP-20-00002), and to
authorize the Clerk to publish said notice.
SET PUBLIC HEARING DAVID MOORE - IRRIGATION FRANCHISE PUBLIC WORKS
Approve Setting a Public Hearing for February 16, 2021 at 2:00 p.m. to
consider a Franchise Application by David Moore for an Irrigation
Franchise along Badger Pocket Road located in Section 36, Township 17
North, Range 19 East, W.M. and to authorize the Clerk to publish said
notice.
RESOLUTION 2021-014 COUNTY ROAD ADMIN. BOARD PUBLIC WORKS
Approve Resolution No. 2021-014, Authorizing the Chairman to Sign the
Digital Submittal of Levy Certification to the County Road
Administration Board.
REQUEST FOR PROPOSALS SNOW REMOVAL SUPPORT PUBLIC WORKS
Approve a Request for Proposals for Snow Removal Support for the
Kittitas County Department of Public Works for 2021, to be accepted
until 5:00 p.m. on February 5, 2021 at 411 N. Ruby Street Suite 1,
Ellensburg, WA and to authorize the Clerk to publish said notice.
RESOLUTION 2021-015 ELLENSBURG PALLETS LLC AIRPORT
Approve Resolution No. 2021-015, Regarding an Airport/Industrial Area
Lease Amendment with Ellensburg Pallets, LLC. for Lot C-38.
ACKNOWLEDGE A REQUEST TO FORGIVE LATE FEES FOR THE DEPARTMENT OF NATURAL RESOURCES AIRPORT LEASE – ITEM MOVED TO BOARD DISCUSSION & DECISION. AGREEMENT 509 FACILITIES SERVICES SHERIFF
Approve a Professional Services Agreement between Kittitas County and
509 Facilities Services in the amount of $150.00 per week, to provide
janitorial services at the Kittitas County Sheriff’s Office beginning
January 1, 2021.
RESOLUTION 2021-016 TOWN OF SOUTH CLE ELUM SHERIFF
Approve Resolution No. 2021-016, Authorizing an Interlocal Agreement
between the Town of South Cle Elum, Washington and Kittitas County for
the Housing of Inmates from January 1, 2021 through December 31, 2022.

AGREEMENT CENTRAL WA COMPREHENSIVE MENTAL HEALTH SHERIFF
Approve an Agreement between Comprehensive Mental Health and the
Kittitas County Sheriff’s Office, to supply a qualified practitioner who
will provide mental health related assessment and recommendations for
specific inmates at the Kittitas County Jail, in the amount of $85.00
per hour, not to exceed $22,000.00 per year.
AGREEMENT COMPREHENSIVE MENTAL HEALTH SHERIFF
Approve an Agreement between the Kittitas County Sheriff’s Office and
Comprehensive Healthcare in the amount of $125.00 to provide a qualified
practitioner for mental health related medical assessment and treatment
to inmates at the Kittitas County Jail through December 31, 2021.
AGREEMENT WA STATE MILITARY DEPARTMENT SHERIFF
Acknowledge Homeland Security Grant Agreement No. E21-082 between the
Kittitas County Sheriff’s Office and the Washington State Military
Department, in the amount of $46,003.00 for ongoing Homeland Security
Grants that are managed through the Region 7 Interlocal Agreement, from
September 1, 2020 through December 31, 2022. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE
CITIZEN COMMENTS ON NON-AGENDA ITEMS
Grace from KITTCOM requested the Board of County Commissioners
acknowledge dispatchers be included as “first responders” and not
“secretaries”. She said she hoped if they acknowledge it others in the
State will follow and go before the legislature. BOARD DISCUSSION/DECISION ITEMS REQUEST DEPT OF NATURAL RESOURCES AIRPORT
Ken Grannan, Director of Airport Operations, reviewed a request from the
Department of Natural Resources to forgive late fees relating to their
lease at Bowers Field.
Commissioner Wright moved to deny the request from the Department of
Natural Resources for a one-time forgiveness of late fees. Chairman
Wachsmith seconded. Motion carried 3-0. MISCELLANEOUS - NONE
