COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING
TUESDAY 10:00 A.M. DECEMBER 29, 2020
Board members present via WebEx: Chairman Brett Wachsmith; Vice-
Chairman Laura Osiadacz; and Commissioner Cory Wright.
Others present via WebEx: Julie Kjorsvik, Clerk of the Board; Mark
Cook, Public Works Director; Taylor Crouch, Deputy Clerk of the
Board I; Benjamin West, Director of Airport Operations; Ken Grannan,
Airport Coordinator; Chris Whitsett, Inspector; Patti Johnson, Solid
Waste Director/Interim Maintenance Director/Project Manager; Judy
Pless, Budget & Finance Manager; Dan Carlson, CDS Director; Kady
Porterfield, Event Center Director; Jeremy Johnston, Planning
Official and 1 member of the public.
Kittitas County is currently in Phase 3 and in person participation
is prohibited. The public was encouraged to join the meeting by
joining a WebEx event online.
RESOLUTION 2020-230 MISDEMEANANT PROBATION AUDITOR
Vice-Chairman Osiadacz moved to approve Resolution No. 2020-230,
Closing Fund #127, Misdemeanant Probation effective December 31,
2020, and all Assets and Liabilities be transferred into Fund #001
General Fund, Department #127, effective January 1, 2021.
Commissioner Wright seconded. Motion carried 3-0.
PUBLIC HEARING AMEND 2020 BUDGET AUDITOR
At 10:02 a.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider
Amending the 2020 Budget.
JUDY PLESS, BUDGET & FINANCE MANAGER provided a Staff Report and
reviewed proposed amendments to the 2020 County Budget in the total
amount of $7,743,281.00.
THOSE IN ATTENDANCE PROVIDING TESTIMONY: TERRY LaRUE provided
testimony relating to the Capital Improvement Program and wetland
mitigation program at the airport. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2020-031 AMEND 2020 BUDGET AUDITOR VICE-CHAIRMAN OSIADACZ moved to approve Resolution No. 2020-031,
Amending the 2020 Budget in the amount of $7,743,281.00. COMMISSIONER WRIGHT seconded. Motion carried 3-0.

PUBLIC HEARING 6-YEAR CAPITAL IMPROVEMENT PROGRAM CDS
At 10:11 a.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider
the Six-Year Capital Improvement Program (CIP) for the Planning
Period 2021-2026.
DAN CARLSON, CDS DIRECTOR provided a Staff Report and indicated The
Growth Management Act (GMA) requires the County’s Comprehensive Plan
to include a capital facilities element and to include at least a
six-year plan that will finance such capital facilities within
projected funding capacities and that clearly identifies sources of
public money for such purposes. He indicated Staff has worked with
County departments as well as external agencies and organizations to
prepare the proposed CIP for the planning period 2021-2026. He
recommended Board approval of the proposed Capital Improvement
Program for the Planning Period 2021-2026.
THOSE IN ATTENDANCE AND PROVIDING TESTIMONY: TERRY LaRUE said he
provided testimony during the previous Public Hearing and reiterated
how the Federal Government should not pay for the mitigation of
wetlands that the County decided on. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. VICE-CHAIRMAN OSIADACZ moved to approve the Six-Year Capital
Improvement Program for the Planning Period 2021-2026 and directed
Staff to prepare enabling documents. COMMISSIONER WRIGHT seconded.
Motion carried 3-0.
The meeting was adjourned at 10:21 a.m.
