2020-12-11 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING FRIDAY 3:30 P.M. DECEMBER 11, 2020 <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura <br />Osiadacz and Commissioner Cory Wright. (via Webex) <br /> <br />Others: Taylor Crouch, Deputy Clerk of the Board I; and Bill <br />Clarke, Special Appointed County Lobbyist. <br /> SPECIAL MEETING LEGISLATIVE AGENDA COMMISSIONERS <br />The Board overviewed the draft 2021 Kittitas County Commissioners <br />Legislative Agenda Items with Bill Clarke, Special Appointed <br />Lobbyist. Items included were under the topics of policy issues, <br />operating budget, capital budget, transportation budget, and <br />relationship to WSAC legislative agenda. Mr. Clarke provided several <br />points of interest under each topic. <br /> <br />The BOCC decided that under policy issues, the top priorities would <br />be Growth Management Act, Accessory Dwelling Units and Emergency <br />Powers Statute. <br /> <br />The BOCC decided that under operating budget, the top priorities <br />would be Payments in Lieu of Taxes (PILT) and wildfire funding. It <br />was noted though, that the Board did not want to miss out on COVID- <br />19 funding opportunities. <br /> <br />The BOCC decided that under capital budget, the top priorities would <br />be local community projects, specifically Bower’s Field Airport and <br />the Bloom Pavilion in the Kittitas County Event Center. <br /> <br />The BOCC decided that under transportation budget, the top <br />priorities would be smaller in ask due to the budget being smaller <br />than anticipated and because of potential federal funding for <br />transportation.
