REGULAR MEETING
MONDAY 9:00 A.M. DECEMBER 21, 2020
Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura
Osiadacz. (via WebEx) Excused: Cory Wright, Commissioner.
Others Via WebEx: Julie Kjorsvik, Clerk of the Board; Mandy
Buchholz, Deputy Clerk of the Board II; Taylor Crouch, Deputy Clerk
of the Board I; Judy Pless, Budget & Finance Manager; Patti Johnson,
Solid Waste Director/Project Manager/Interim Maintenance Director;
Ken Grannan, Airport Coordinator.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wachsmith opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendars.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved the County Vouchers and
PAF’s.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Correspondence Log for the week ending December 18, 2020 was
presented.
REAPPOINTMENT FLOOD CONTROL ZONE DIST. COMMISSIONERS
Chairman Wachsmith moved to approve the reappointments of Patrick
Deneen, Karen Poulsen, & Jeff Dunning to the Kittitas County Flood
Control Zone District for an additional two-year term effective
1/1/2021 and ending on 1/1/2023. Commissioner Osiadacz seconded.
Motion carried 2-0.
REAPPOINTMENT BEHAVIORAL HEALTH & RECOVERY ADVISORY BD COMMISSIONERS
Commissioner Osiadacz moved to approve the reappointment of DeDe
Utley to the Kittitas County Behavioral Health & Recovery Advisory
Board (BHRAB) for an additional three-year term effective 1/1/2021
and ending on 12/31/2023. Chairman Wachsmith seconded. Motion
carried 2-0.

RESOLUTION 2020-228 PAYROLL FUND WARRANT AUDITOR
Commissioner Osiadacz moved to approve Resolution No. 2020-228, A
Resolution to Cancel Payroll Fund Warrant, as presented. Chairman
Wachsmith seconded. Motion carried 2-0.
RESOLUTION 2020-229 AMENDING AIRPORT ADVISORY AIRPORT
Commissioner Osiadacz moved to approve Resolution No. 2020-229,
Amending the Airport Advisory Committee Charter, noting that they
would like to remove item number 4 as it was redundant to item 3 and
directed staff to make the change. Chairman Wachsmith seconded.
Motion carried 2-0.
AMENDMENT EXISTING MOU W/CWU COMMISSIONERS
Commissioner Osiadacz moved to approve and approve & authorize Chair
signature on the existing Memorandum of Understanding between
Central Washington University and Kittitas county to develop a
parking lot. Chairman Wachsmith seconded. Motion carried 2-0.
RATIFY BOARD SIGNATURE LETTER TO WSRCO COMMISSIONERS
Chairman Wachsmith moved to ratify Board signature on a Letter to
the Washington State Recreation and Conservation Office.
Commissioner Osiadacz seconded. Motion carried 2-0.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of December 21, 2020 they would
post on their Facebook page, all the Courthouse Closure’s with the
holiday’s as well as share the letter of support to the Washington
State Recreation and Conservation Office that the Board ratified
today.
OTHER BUSINESS/GENERAL UPDATES
There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
