2020-12-14 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />WEBEX MEETING <br />SPECIAL MEETING <br /> <br />MONDAY 3:30 P.M DECEMBER 14, 2020 <br /> <br />Board members present: Chairman Brett Wachsmith & Vice-Chairman <br />Laura Osiadacz. Excused Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Patti <br />Johnson, Solid Waste Director/Project Manager/Interim Maintenance <br />Director; Suzanne Noble & April Sheeley: Presenters with the <br />Ellensburg Glass Recycling Cooperative Venture (EGRCV); and 8 <br />members of the public. <br /> <br />SPECIAL MEETING GLASS RECYCLING PRESENTATION COMMISSIONERS <br /> <br />At 3:30 p.m. Chairman Wachsmith opened a Special Meeting to receive <br />a presentation from Suzanne Noble and April Sheeley. <br /> <br />Ms. Noble & Ms. Sheeley stated that they created the cooperative due <br />to an out-cry from residents wanting glass recycling back in the <br />County. They discussed how the glass can be ground down to sand that <br />can be used by the Public Works Department for winter traction (as <br />other municipalities are doing), playgrounds, back-fill, beach sand, <br />pipe underlay and general landscaping, Additionally, if they got <br />their product certified & if they can procure state of the art glass <br />crushing technology, they could also market it to be used for <br />potting soil and sandbags. She discussed the work they are doing to <br />obtain funding to get the crusher. She stated that they would like <br />the Board’s help in bringing this to the County and begin the <br />feasibility study. She stated she believes this is the wave of the <br />future. She reviewed areas in the County that would work as a host <br />for the facility as well as funding opportunities they could take <br />advantage of. She applauded Patti Johnson’s efforts with multi- <br />stream recycling. April Sheeley discussed a pilot project they are <br />working on for glass recycling for polarized glass that can be given <br />away, as well as the tracking they will be doing and reviewed how <br />this ties into House Bill 1543. She stated only clean glass will be <br />accepted and they would like a work-group created. Patti Johnson, <br />Solid Waste Director/Project Manager/Interim Maintenance Director <br />reviewed what they are already working on and stated she is excited <br />to hear more from Ms. Noble. Commissioner Wachsmith questioned if <br />this Work-Group Ms. Noble & Ms. Sheeley requested would be a sub- <br />group of the County’s Solid Waste Advisory Committee (SWAC). Ms. <br />Johnson agreed that it would. <br /> <br />They thanked the Board for their time today and stated they are <br />looking forward to future opportunities in working with them.
