Kittitas County <br />Board of County Commissioners <br />Agenda Staff Report <br /> <br />Agenda Date: <br />December 15, 2020 <br /> <br />Action Requested: <br />Request the Chairman to sign A Resolution Amending a Contract with the <br />Chamber of Commerce related to aid to Nonprofit Organizations, Chamber Cares <br />Grants and Kittitas County Strong Round 2 Grants <br /> <br />Background: <br />On July 21, 2020 the Board of County Commissioners entered into an agreement with the <br />Chamber of Commerce for contract related to the corona virus-related financial aid to <br />affected businesses. On November 20, 2020 the contract was amended to allow for the <br />provision of financial aid to non-profit organizations, Chamber Cares Grants and Kittitas <br />County Strong Round 2 Grant program affected by the restrictions from the Governor’s <br />proclamation of November 15, 2020 as well. The November 15, 2020 contract has specific <br />amounts for each grant: <br /> <br />2.1.01. The County agrees to provide the sum of $ $700,000 to the Chamber from the County’s <br />CARES Act allotment to be used as follows: <br /> to assist non-profit organizations affected by the coronavirus public health emergency from <br />March 1, 2020 through November 30, 2020, in the amount of $300,000 <br /> to assist in the Chamber Cares Grants to businesses affected by the coronavirus public <br />health emergency from March 1 through November 30, 2020 in the amount of $275,749. <br /> to assist Kittitas County Strong Round 2 Grant program affected by the restrictions from the <br />Governor’s proclamation of November 15, 2020, from November 15, 2020 through <br />November 30, 2020, in the amount of $124,251 <br /> Of the above sum 10% may be used for administrative costs from each allotment not to <br />exceed a total of $70,000. <br /> <br />The proposed contract amendment is removing the specific amounts for each grant with <br />the total amount authorized remaining the same. There were not enough applications in <br />one category and more in another category, with this amendment it allowed the Chamber <br />to distribute more funds to the non-profit and business community. The amendment is as <br />follows: <br /> <br />2.1.02. The County agrees to provide the sum of $ $700,000 to the Chamber from the County’s <br />CARES Act allotment to be used as follows: <br /> to assist non-profit organizations affected by the coronavirus public health emergency from <br />March 1, 2020 through November 30, 2020, <br /> to assist in the Chamber Cares Grants to businesses affected by the coronavirus public <br />health emergency from March 1 through November 30, 2020, <br /> to assist Kittitas County Strong Round 2 Grant program affected by the restrictions from the <br />Governor’s proclamation of November 15, 2020, from November 15, 2020 through <br />November 30, 2020. <br /> Of the above sum 10% may be used for administrative costs. <br /> Allowing $630,000 to be distributed to the above grant programs and $70,000 for <br />administrative costs. <br /> <br />Recommendation: <br />The Chairman sign the Resolution Amending a Contract with the Chamber of Commerce <br />related to aid to Nonprofit Organizations, Chamber Cares Grants and Kittitas County <br />Strong Round 2 Grants <br /> <br />Lead Staff <br />Judy Pless, Budget & Finance Manager <br />Kittitas County Auditor’s Office
