AGENDA STAFF REPORT
AGENDA DATE: December 15, 2020
ACTION REQUESTED: Request to Approve a Resolution to Award $427,309 in
transportation funding to the City of Ellensburg supporting
the signalization of the University Way/Reecer Creek Road
intersection.
BACKGROUND: Recently, the Board made available $56,439 of Highway
Infrastructure funds saved during the 2020 construction
program. In addition, $370,870 in urban STBG funds are
available for 2021 award. The City of Ellensburg is the
only city in the County that qualifies for urban STBG
funding. Public Work supports awarding $427,309 to the
City in combined 2021 transportation funding for
constructing the signal at University Way and Reecer Creek
Road.
INTERACTION: Public Works
RECOMMENDATION: Approve the Resolution to Award $427,309 in
transportation funding to the City of Ellensburg supporting
the signalization of the University Way/Reecer Creek Road
intersection.
HANDLING: Return one original to Public Works.

RESOLUTION NO. 2020 -
AWARDING COMBINED HIGHWAY INFRASTRUCTURE PROGRAM FUNDS AND
SURFACE TRANSPORTATION BLOCK FUNDS TO THE CITY OF ELLENSBURG
SUPPORTING THE UNIVERSITY WAY AND REECER CREEK ROAD TRAFFIC
SIGNAL PROJECT
WHEREAS: Federal Transportation Funding is available to local agencies via the Surface
Transportation Block Grant program administered by Kittitas Department of
Public Works; and
WHEREAS: Recent construction savings earned during 2020 construction have been made
available for reinvestment by the Kittitas County Board of County Commissioners
(Highway Infrastructure Program and Surface Transportation Block Grant
"STBG" funds); and
WHEREAS: A Surface Transportation Block Grant application (University/Reecer
signalization) has been received from the City of Ellensburg for available urban
funds within the grant program; and
WHEREAS: The total money available from 2020 construction savings and 2021 STBG Urban
funding is $427,309 that can be awarded to the City of Ellensburg;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby award the City of Ellensburg $427,309 in combined
Highway Infrastructure Program and in Surface Transportation Block Grant funds supporting the
signalization of University Way and Reecer Creek Road.
