A RESOLUTION CERTIFYING TO THE COUNTY ASSESSOR THE RESPECTIVE
AMOUNTS OF TAXES LEVIED FOR EACH TAXING DISTRICT
WHEREAS: It is the duty of each taxing district to file certified budgets or estimates with
the Board of County Commissioners, pursuant to RCW 84.52.020;
WHEREAS: It is the duty of the Board of Commissioners to certify to the County Assessor
the respective amounts of taxes levied by the Board for each taxing district,
pursuant to RCW 84.52.070(l);
WHEREAS: Each taxing district has filed certified budgets or estimates with the Board of
County Commissioners;
WHEREAS: A copy of each taxing district's certified budget or estimate, as filed with the
Board of County Commissioners, is attached to this resolution;
NOW, THEREFORE BE IT RESOLVED: That the Kittitas County Board of Commissioners
certifies to the Kittitas County Assessor the respective amount of levied by the Board for
each taxing district as set forth in each taxing district's certified budget or estimateo copies of
which are attached to this resolution.

WHEREAS, the City of Cle Elum, Washington (the "City') Fire Deparknent provides localand regional fire prevention, suppression, emergency medical services, ,"r"t'16, oirurio'pr"paredness,
and community education to resjdents of the Cify; and
WHEREAS, funds will be used for the continued operation ofthe Fire Departrnent, additionalcapital expenditures, building renovations and training; ani
WHEREAS, Rcw 84.55.050 authorizes the voters of a city to authorize an inqease abovethe Ievy limitations established in RCW g4.55.010; and
WHEREAS, the conditions here and above set forth require the holding of a specialelection in the City,
NOW, THEREFORE, THE CITY COUNCIL OF TFIE CITY OF CLE ELUM,WASHINGTON, DOES RESOLVE AS FOLLOWS:

The City Council finds it is in the best interests of the residents a'dbusinesses of the City to provide funds that would adequately fund the fire depafinent, purchaseadditional caprtal expenditures and perform building renovatioirs. 2.It is hereby found aurd declared that the bestinterests of City require the subrnission to the q ualified electors ofthe City a proposttron regardingwhether the Cify shatl levy property taxes in above the levy limitations establishedin RCW 84,55,010for their ratification or rejection at an election to be held on April 28,2020. The Director of KittitasCounty Elections is hereby requested to call and conduct such election to be held within the City onsuch dayand to submit to the qualified electors of*re City for tJreir approval or rejection a propositionto authorize a levy of approximately $150,000 per annum upon all taxable properfy within the City,for collection for 6 years beginning n202l,the sstimated costto be approximately $0.S0 per $1,000
ofassessed value (for a total rate of$2.03 per $ 1,000 of assessed valuation for collection in 202 I and
to increase the levy as allowed by chapter 84.55 RCW for each of the five succeeding years),

OPERATIONS AND IMPROVEMENTS
The City af Cle Elwn, Washington adopted Resolution No. 2020-005
proposing to increase the City's regular property tec levy to Jinance
fire department operations and improvements.
This proposition increases the city of cle Elurn's reguiar properfy ta>(
tevy by approximately $0.50/$1,000 assessed vahiation 6aeragingapproximately $i50,000 / year) to a total maximum rate of
$2.03/$1,000 of assessed valuation for collection in 2021, and
increases tle levy as pemritted inRcw 84.55 for five years thereafter,
to finance the fire department operations and improvements.

RE: Property tax authority for funding refunds and abatements per RCW 84.69.180
Hello Debbie,
Refund levies are used to recover administrative or adjudicated refunds paid in the preceding twelve
months. A taxing district may levy for refunds paid to taxpayers, or to be paid to taxpayers,
including interest, plus an amount for abated or cancelled taxes, offset by any supplemental tax
collected. Taxing districts may request a refund levy be included within the levy limit
calculations. To do this, they must include the amount of refund levy they desire in their levy
certification to the county assessor. Although the refund levy is outside of the levy limit (aka 101
percent) calculation, the levy rate cannot exceed the statutory maximum rate for the taxing
district. More information can be found in RCW 84.69.180.

CERTIFICATION OF 2O2l EXCESS PROPERry TAXES
A RESOLUTION of the Board of Directors of Ellensburg School District No.
401, Kittitas County, Washington, certifying to the Board of County Commissioners
of Kittitas County, Washington and the Superintendent of Educational Service District
No. 105, the amount of excess property taxes to be levied in year 2020 and collected in
year 2021. for the District's General Fund, Debt Service Fund and Capital Projects Fund;
and providing for related matters.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF ELLENSBURG SCHOOL
DISTRICT NO. 401, KITTITAS COUNTY, WASHINGTON, as follows:
Section 1 Findings and Determinations. The Board of Directors (the "Board") of
Ellensburg School DistrictNo.401, Kittitas County, Washington (the o'District") takes note of the
following facts and makes the following findings and determinations:
(a) By Resolution No. 19.07.20, the Board adopted a budget for Fiscal Year 2020-21 (the*2020-21Budget") that included certified General Fund educational programs and operation excess
property taxes in the amount of $4,741,027 tobe levied in2020 and collectedln2}Zl.
(b) The2O20-21 Budget also included certified Debt Service Fund excess property taxes to
pay debt service on all of the District's outstandingunlimited tax general obligation bonds in the amount
of $9,104,000 to be levied in2120 and collecte d n2o2l. The Board has determined that the amount of
the District's Debt Service Fund excess tax levypreviously certified inthe2020-21 Budget of $9,104,000
should now be increased to the amount of $9,775,000.
(c) The 2O2O-21 Budget further included certified Capital Projects Fund excess property
taxes in the amount of $688,000 to be levied in2o20 and collected in2021.
Section 2. Certification of General Fund Excess Property Tax Irvy. Pursuant to RCW
84.52.020, the Board certifies to the Board of County Commissioners of Kittitas County, Washington
and the Superintendent of Educational Service District No. 105, an ex@ss property tax levy in the
amount of $4,741,027 to be levied in calendar year 2020 and collected in calendar year 2O2l for the
District's General Fund.
Section 3. Certification of Debt Service Fund Excess Property Tax Icvy. Pursuant to
RCW 84.52.020, the Board certifies to the Board of County Commissioners of Kittitas County,
Washington and the Superintendent of Educational Service District No. 105, an excess property tax
levy in the amount of $9,775,000 to be levied in calendar year 2020 and collected in calendar year 20ZI
for the District's Debt Service Fund.
Section 4. Certification of Capital Projects Fund Excess Property Tax lrvy. Pursuant to
RCW 84.52.020, the Board certifies to the Board of County Commissioners of Kittitas County,
Washington and the Superintendent of Educational Service District No. 105, an excess property tax

levy in the amount of $688,000 to be levied in calendar year 2020 and collected in calendar year 2O2L
for the District's Capital Projects Fund.
Section 5. General Authorization and Ratification. The Secretary to the Board, the
President of the Board, the District's Executive Director of Business Services and other appropriate
officers of the District are authorized to take all other actions and execute all other documents
necessary to effectuate the provisions of this resolution. All prior actions taken in furtherance of and
not inconsistent with the provisions of this resolution are ratified and confirmed in all respects.
Section 6. Effective Date. This resolution takes effect from and after its adoption.

CERTIFICATION OF 2O2I EXCESS PROPERTY TAXES
A RESOLUTION of the Board of Directors of Naches Valley School Disrrict
No. JT3, Yakima and Kittitas Counties, Washington, certifying to the Board of County
Commissioners of Yakima and Kittitas Counties, Washington and the Superintendent
of Educational Service District 105 the amount of excess property taxes to be levied in
year2020 and collected in year 2021 for the District's General Fund and Debt Service
Fund; and providing for related matters.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF NACHES VALLEY SCHOOL
DISTRICT NO. JT3, YAKIMA AND KITTITAS COUNTIES WASHINGTON, as follows:
Section l. Findings and Determinations. The Board of Directors (the "Board") of Naches
Valley School District No. JT3, Yakima and Kittitas Counties, Washington (the "District") takes note
of the following facts and makes the following findings and determinations:
(a) By Resolution No. 0l -2020-2021, the Board adopted a budget for Fiscal Year2020-2021
(the"2020'21 Budget") that included certified ceneral Fund educational piograms and operation excess
propefty taxes in the amount of $2,55 1,251 to be levied in 2020 and collecte d in 2021. The Board has
determined that the amount of the District's General Fund educational programs and operation excess
tax levy previously certified in the 2020-Zl Budget of $2,551,251 should now be increased to
$2,750,000.
(b) The2020-21 Budget included certified Debt Service Fund excess property taxes to pay
debt service on all of the District's outstanding unlimited tax general obligation bonds in the amount
of $1,600,000 to be levied in202A and collecred in 2021.
Section 2. Certification o[ Cener4l Fund Excess Property Tax Levv: Assessor
Authorization. Pursuant to RCW 84.52.020, the Board ceftifies to the Board of County
Commissioners of Yakima and Kittitas Counties, Washington and the Superintendent of Educational
Service District 105 an excess property tax levy in the amount of $2,750,000 to be levied in calendar
year 2020 and collected in calendar year202l for the District's General Fund. The Assessors of Yakima
and Kittitas Counties, Washington, are authorized and directed, without further Board action, to
reduce the General Fund excess property tax levy amount to be extended upon the tax rolls and
collected in calendar year 2021 to be consistent with the timirations imposed by RCW 84.52.0531.
Section 3. Certification of Debt Service Fund Excess Propertv Tax Levy. Pursuant to
RCW 84.52.020, the Board certifies to the Board of County Commissioners of Yakima and Kittitas
Counties, Washington and the Superintendent of Educational Service District t05 an excess property
tax levy in the amount of $1,600,000 to be levied in calendar year2020 and collected in calendaryear
2021 for the District's Debt Service Fund.
Section 4. General Authorization and Ratification. The Secretary to the Board, the Chair
of the Board, the District's Director of Business and Operations, and other appropriate officers of the
District are authorized to take all other actions and execute all other documents necessary to effectuate

SUBJEGT:2021 BUDGET
WHEREAS,the Board of Fire Commissioners of Kittitas County Fire District 2, at the
November 12,2020, regular meeting, set a special Meeting/public hearing date
of November 19, 20201o consider adoption of the 2021budget, and
the notice of public hearing was properly executed, andWHEREAS,
WHEREAS,the proposed budget includes a $593,362 unfavorable change to the overallfund
balance. This includes $8,898,015 in forecasted revenues and $9,491 ,377 in
forecasted expenditures, and
WHEREAS,said proposed budget has been presented, public input has been heard, and the
Board of Fire Commissioners has reviewed and discussed the proposed budget,
and now
THEREFORE,BE lT RESOLVED, that the Board of Fire Commissioners, Kittitas County Fire
District 2, by virtue of this resolution hereby approves the adoption of the
proposed 2021 budget as shown in the attached detail.

2021 BUDGET
the Board of Fire Commissioners of Kittitas County Fire District No. 7, at
the October 14fr, 2020 regular meeting, set a public hearing date of
November llth,2020 to consider adoption of the 2021budget, and
the notice of public hearing was properly executed, and
the proposed budget includes a $1,183,032.95 favorable change to the
overall fund balance. This includes 94,273,236.95 in forecasted revenues
and $3,090,204.00. in forecasted expenditures, and
said proposed budget has been presented, public input has been heard, and
the Board of Fire Commissioners has reviewed and discussed the proposed
budget, and now
BE IT RESOLVED' thatthe Board ofFire Commissioners, Kittitas County
Fire District No. 7, by virhre of this resolution hereby approves the adoption
of the proposed 2021budget as shown in the attached detail.

WHEREAS, the Board of Commissioners has determined that, due to increased operating costs for
administration, medical services, and other factors the Board of Commissioners finds that there is a
substantial need to increase the regular property tax levy rate up to L% above the previous year's levy;
and
WHEREAS, RCW 84.55.0L01 authorizes the Board of Commissioners, upon a finding of substantial need
to approve a Resolution by a super majority vote to establish a limit factor of up to 101%
NOW, BE lT RESOLVED, by the Board of Commissioners of Kittitas County Public Hospital District No. 2
that based on the substantial need of the District, the limit factor for the levy for taxes to be collected in
calendar year 2O2I shall be 101 per cent of the highest amount of property taxes that could have been
lawfully levied in this taxing district beginning with the L985 levy, refund levy not included.
